Ecological Conditions
Ecological conditions in the republic remain stable, but has no tendencies to significant improvement.
In districts where pulp and paper and metallurgy enterprises work ecological conditions are more intense, as influence of large enterprises on condition of reservoirs, atmospheric air, pollution of grounds is the most significant. First of all, it is characteristic for such industrial centres as cities of Petrozavodsk, Segezha, Kostomuksha, Kondopoga, and the settlement of Nadvoitsy.
At the same time it is necessary to note, that enterprises located in industrial centres direct significant means for implementation of nature protection actions. In 2004 on these purposes it has been spent 784,6 million rbl., including 640,0 million rbl. of means of Kondopoga, Inc., on switching the enterprise to gas fuel. Besides, Segezha Pulp and Paper Mill, Inc. has invested €13 million for reconstruction of cooking boiler according to Lou Solids technology with reduction of emissions of harmful substances in the atmosphere, the enterprise has also reconstructed sodoregenerating boilers. The branch of NAZ-CUAL has continued reconstruction of ; electrolysis shops with application of "Kaiser" and "Frame" technologies. Nature protection actions are realized in Pitkyaranta Pulp Mill, Inc., (development of engineering specifications on reconstruction of sodoregenerating boilers and evaporating station), in Karelsky Okatysh (Karelia Iron-Ore Pellets), Inc.
To solve the most important problems in the field of environment preservation and rational wildlife management in 2004 republican target program "Ecology and Natural Resources of the Republic of Karelia in 2003-2010" has beev approved. In 2004 11 million rbl. has been allotted for its realization from the budget of the RK. Nature protection actions in settlements of Kalevala and Nadvoitsy have been executed. In Pudozh district current repairs of Vamskaya and Sukhovodlonskaya dams of Vamsko-Vodlinsky hydrounit located in territory of Vodlozersky national park have been accomplished. In the setlement of Tolvuya the project of moving live farming beyond the water protection zone, design and exploration work on reconstruction of sewage disposal plants has been executed.
Ecological education has received development in the republic. Päänajarvi nd Vodlozersky national parks, Kivatch and Kostomuksha national reserves, Children's Ecological and Biological Center State Educational Institution accomplish active information and educational work. Means for hosting ecological camps, international actions March of Parks for installation of the Museum of the Nature of Children's Ecological and Biological Center State Educational Institution, publishing collections on ecological subjects are annually allocated from the republican budget. At the same time, despite of work executed and nature protection actions, there are serious environmental problems in republic demanding prompt solution. First of all, among them there are the following:
- Pollution of Onego and Ladoga lakes, the White sea and their water-currents with crude and not enough purified sewage;
- maintenance of population with water of normative quality;
- recycling of firm household waste and a problem of "non-authorized" disposal tips
Solution of these problems demands huge financial assets, first of all for construction of sewage disposal plants.
Proceeding from the ecological situation developed, among primary goals in the field of the environment preservation it is necessary to mention the following:
- construction of sewage disposal plants in cities of Kem, Byelomorsk, Medvezhyegorsk, Pudozh, settlements of Kalevala and Louhi;
- creation of infrastructure for separate gathering, processing and neutralization of industrial and firm household waste, including attraction of small and medium business.
- recycling and processing of petrocontaining waste;
- revegetation of non-authorized and spontaneous disposal tips, perfection of methods of operation of existing disposal tips;
- introduction of low-wasted and resource-saving technologies at the existing enterprises and enterprises under construction.
The Government of Kareliy in cooperation with federal executive authorities, institutions of local government, enterprises of the republic will purposefully improve ecological conditions, involving of means of federal and republican budgets, unappropriated sources on these purposes, including means received within international cooperation.
In 2004 the Agency for Natural Resources and Environmental Protection of the MNR of Russia on the Republic of Karelia revealed 551 infringement of the operating natural resourses' and the nature protection legislation. 281 infringement have been eliminated 507 instructions have been issued, 261 instruction executed. On all revealed infringements measures of administrative influence have been taken, and instructions on their elimination which are on the constant control have been issued. For introduced offences in the field of wildlife management and environment preservation 73 administrative punishments to the sum of 538,1 thousand rbl. have been sentenced. 66 penalties to the sum of 420,6 thousand rbl. have been collected.
Much work has been done to control observance of the legislation in the field of production and consumption wastes treatment. 77 testings of nature management have been organized, many infringements of the nature protection legislation have been revealed, and 47 administrative penalties to the sum of 208,1 thousand rbl. have been sentenced
In 2004 there no essential changes in nature-reserve fund occured. However, expansion of a network of especially protected natural territories is being accomplished permanently.
