The competences are distributed by the Decree of the Head of the RK N196 of December 31, 2007 About Distribution of Competences among the Head of the Republic of Karelia, Prime Minister of the Government of the Republic of Karelia, Assistants to Prime Ministers of the Government of the Republic of Karelia, and Chief of the Administration of the Head of the Republic of Karelia.

- Determines the main directions and strategy of the activities of the Government of the Republic of Karelia, carries out general supervision of its work. Controls imlementation of priority national projects.
- Co-ordinates the activities of the Representative of the Head of the Republic of Karelia in the Legislative Assembly of the Republic of Karelia.
- Directly coordinates and supervises activity of the Administration of the Head of the Republic of Karelia, the Ministry of Finance of the Republic of Karelia, Official Representation of the Republic of Karelia at the President of the Russian Federation.
- Provides interaction with the Plenipotentiary of the President of the Russian Federation in the Northwest Federal District, the Chief Federal Inspector in the Republic of Karelia of the Machinery of the Plenipotentiary of the President of the Russian Federation in the Northwest Federal District, Office of Public Prosecutor of the Republic of Karelia, Department of Federal Security Service of the Russian Federation in the Republic of Karelia, the Ministry of Defence of the Russian Federation, Frontier Department of the Federal Security Service of the Russian Federation in the Republic of Karelia, Department of Federal Service for Drug Circulation Control in the Republic of Karelia, Representation of the Ministry for Foreign Affairs of the Russian Federation in Petrozavodsk, institutions of local government, coordinates interaction of executive authorities of the Republic of Karelia with institutions of local government.
- Organizes interaction and coordination of activity of enforcement authorities of the Republic of Karelia and territorial bodies of the Ministry of Internal Affairs of the Russian Federation, the Ministry of the Russian Federation on Civil Defence, Emergency Situations and Elimination of Consequences of Acts of Nature, the Ministry of Justice of the Russian Federation, Federal Service of Execution of Sentences, Federal Registration Service, Federal Service of Judicial Police Officers, federal ministries and other federal enforcement authorities managed by the Government of the Russian Federation, federal services and federal agencies subordinate to these ministries, concerning and by way of the established Decree of the President of the Russian Federation N773 of July 2, 2005 Aspects of Interaction and Coordination of Activities of Enforcement Authorities of Subjects of the Russian Federation and Territorial Bodies of Federal Enforcement Authorities and the governmental order of the Russian Federation N725 of December 5, 2005 On Interaction and Coordination of Activities of Enforcement Authorities of Subjects of the Russian Federation and Territorial Bodies of Federal Enforcement Authorities.
