26-27 of November 1998 the IIIrd sitting of the Leading Committee on the project "GIT in Barents region was held"
The following people were present at the sitting:

- Boris Kusakin, The State Land Committee, Petrozavodsk, Russia
- Owe Palmer (Owe Palmer), Metria, Kiruna, Sweden, The Secretary
- Vladimir Pleshkov, The State GIS Centre, Moscow, Russia
- Tuomo Molander (Tuomo Molander), Laplandian Union, Rovaniemy, Finland, The Inspector of the Project

The following problems were discussed and solved at the sitting:
- The continuation of reorganization of the Russian central bodies of management and its influence on the project efforts.
- The information of negotiations on the County Pohyis- PohyalmaaCounsil (Finland) and the County of Westerbotten (Sweden) joining the project was presented. These regoins would be happy to join the project and are looking for funding now.
- The Manager of the Project, Mr. Owe Palmer presented a report on the state of the project.It was marked:
- By the end of the year the equipment, necessary for the Russian party of the project, will have been paid for.
- The difference in the number of the level of subdivision of the elements of the data base of the maps of the countries-participants of the project demands exstra agreement. The problems are to be finally solved at the next conference held in Moscow in January 15-17,1999.
- The data base specification is to be concluded at the conference in Moscow.
- The experimental work must be done to study the problem of the data base along national borders and this work is also to have been finished by the conference in Moscow. The object of the work is to find the most non-deficient methods of eliminating the non-correspondance of data base along the borders.
- G. Tchurikov pointed out the importance of creating of the Regional GIS Centre. He also underlined that the status of the project should be enlarged to the level of the regional leaders.
- G. Pleshkov informedthat the software to transform the data had been successfully created. At present the programs are being tested in limited geographic region.
- G. Schreder informed that a new big graphplotter for colour seraration had been installed in the office of Metria in Kirun.
- The Leading Committee accepted the regional suggestions about the pilot GIS project. The suggestions are accepted as foundation for final versions, which are to be worked out by the regions together with all the participants of the working group.
- The Laeding Committee approved of the intermediate report about the activities of the second period of work.
- The project budget was discussed and approved at the sitting.
- As far as the status of the project is conserned it was decided to increase the information about the project for the regional leaders:
- To prepare an information letter on the problems of the Project for the Governors of the Barents Region
- To reach the official written agreement from the Governors to support the Project.
- Mr Schreder and Mr Palmer gave the proposals on the next stage of the Project. This information will serve as a foundation for further preparation of the Project.
- Mr. Tatarintsev was substituted by Mr. Dmitriev as a partnerof the working groupfromthe Karelian part.
- Mr. Keskinarkaus was charged to have concluded the WEB-site of the Project by the next sitting of the Leading Committee.
- The date and places of the next sittings were defined. (Archangelsk, Moscow, Murmansk).
