The Land and Land Information System development in Russia
Russian-Swedish Workshop Held in the Republic of Karelia Petrozavodsk, October 11-15 1999.
October 11-15 1999 in the Republic of Karelia (Petrozavodsk) the workshop, devoted to the land-cadastral and information system development in Russia was held under the initiative of the State Committee on Land Policy of Russian Federation and the National Land Service of Sweden. 27 Swedish participants, presented
the Swedish consulate in Russian Federation, the Swedish Agency on International Cooperation Development (SIDA) and the Swedish National Land Service (Swedservay), presented by its General director Sture Peterson, coordinators, consultants and experts of the joint Russian-Swedish projects. Russia was presented by the Deputy of the Head of the Government of the Republic of Karelia A. Krieger, the first Deputy of the Chairman of the State Committee on Land Policy of Russian Federation V.Kislov, the First Deputy of the General Director of the Federal cadastral center "Land" N. Sazonov, the leaders of the land committees, the leaders and experts of the Russian-Swedish project of Saratovskaya, Pskovskaya, Novgorodskaya, Leningradskaya, Archangelskaya, Murmanskaya oblasts, the city of St.Petersburg and the Republic of Karelia. 75 representatives of Sweden and Russia participated in the workshop. The course of the workshop was elucidated in mass-media.
The strategic goal of the Russian-Swedish development in the above-mentioned regions of Russia, started by the first pilot project in the town of Tchudovo (Novgrodsky district) in 1992, is the accomplishment of the three-year project "The development of the land cadastre and land information system in Russia" directed to the economic growth and stable development of land management, based on the civilized land and real-estate market.
The main trends of the project envision the following directions:
- working out and creating the land cadastral and land information system at the municipal, regional and federal levels;
- working out estimating models of different types of real estate for taxation;
- the laws regulating land exploiting and land owning systems;
- working out the planning methods, conducting dimensions and navigating sputnik data processing in creating modern cadastral systems;
- the methods of airphotogrammeter and space photographs used for digital cadastral maps
- working out the standards and methods of creating a single digital cadastral maps, textual data base and structural data base including;
- information support of all the potential users of the created system on goals and tasks of the project and its advantages;
- exchange program in the area of the project leadership, financing and coordination between Swedish and Russian partners.
The first working day of the workshop was devoted to the general issues of the project accomplishment, based on the information presented to the committee and on the previous project results.
During the next two days the specific plans for practical use were discussed. All these tasks are to be solved within the three year framework of the joint project.
All the suggestions and plans were discussed at the final session. They included the detailed schedules
for every subproject of the region-participant including stages, deadlines, final results.
The workshop was held on a high professional level and the results are quite promising for the successful project accomplishment both in every region and in Russia in general.
