Government of Karelia continues listening to reports of heads of the ministries and departments on their work in 2007. On February 8 Prime Minister of the Government of the Republic of Karelia Pavel Chernov received a report on activity of the Ministry of Forestry of the RK into which State Committee of the RK on Forestry had been transformed by the Decree of the Head of the Republic in the end of the last year. About the state of affairs in forestry complex of the republic and development of work of the new ministry of the republic, reported its head Vladimir Yuriev.
Due to coming of the new Forestry Code of the Russian Federation since January 1, 2007 into force, primary goal of authority of the republic in this sphere was maintenance of forest exploitation continuity in territory of Karelia. According to the new Forestry Code, some state powers in the sphere of forestry relations have been transferred to enforcement authorities of subjects of the Russian Federation. In 2007 within a limited period of time the republic as a subject of the Federation should have taken up a wide spectrum of powers in the field of efficient forest exploitation, earlier carried out by the federal center.
Periodic yield in the republic in 2007 has made 8,8 million cubic meters. Total volume of timber distribution among forest exploitators according to felling licenses for 2007 has made 7,8 million cubic meters, or 89% of periodic yield. Development of periodic yield in recent years was stabilized at the level of 62-64%. Further growth of forest reserves development, as Vladimir Yuriev has noted, is restrained yet with insufficiently developed road network.
To increase efficiency and quality of woods and improvement of their breed structure in the republic there operates a nursery garden providing 28,5 million pieces of standard planting stock. Presence of seeds of coniferous breeds now has made 4,1 tons. For rendering services in preservation, protection and reproduction of woods by the order of the Government of the Republic of Karelia there has been founded the Forest of Karelia state unitary enterprise of the Republic of Karelia.
Timber industry complex continues to be a leader in industry of the republic, and its production takes a significant place in the Russian market, being a dominating commodity group in Karelian export.
In 2007 process of merger of enterprises and creation of holdings proceeded in Karelia allowing to concentrate wood resources received at logging. In territory of the republic there operate Investlesprom Joint-Stock Company comprising Segezha Pulp and Paper Mill, Inc., Karelia Wood Chip BoardInc., Medvezhiegorsk Timber Industry Enterprise, Ltd., Ilyinsky Timber Mill, Inc. In October of the last year the Government of the Republic of Karelia, Investlesprom Joint-Stock Company and Bank of Moscow, Inc., negotiated a frame agreement stating the basic stages of implementation of development strategy for a group of enterprises of the company in territory of the republic for the period till 2012.
Due to the measures taken by the Government together with enterprises, last year timber industry complex of Karelia retained the level of production volumes achieved in 2006, and on a number of parameters in 2007 it has achieved growth of volumes to the level of 2006. For example, timber hauling in 2007 has made 6488,8 thousand cubic meters, or 105.7% to the similar period of the last year. In 2008, as Vladimir Yuriev has noted, further expansion of production is predicted in forestry complex of the republic.
