The idea of the Russian-Norwegian Cultural Forums came up several years ago. The forum was included into the three-year joint plan on cooperation in the field of culture on the Far North signed by Minister of Culture of the Russian Federation and Minister of Culture and Church Affairs of the Kingdom of Norway on January 28, 2009 in Oslo, the capital of Norway.

The forum gathers once a year, hosted by Russia and Norway by turns. The first forum took place in Arkhangelsk in 2010, the second in the Norwegian town of Harstad in 2011 where the decision was made that the next forum will take place in Petrozavodsk, the capital of Karelia.

The forum to take place in Karelia, will be organized by the Ministry of Culture of the republic in partnership with the Ministry of Culture of Russia.

The organizing committee was established in the republic to prepare and hold the forum. It comprises representatives of enforcement authorities, Legislative Assembly, local self-governments, the Ministry for Foreign Affairs of the Russian Federation in territory of Karelia , heads of establishments of culture of republic, public organizations.

The right to make the city of Petrozavodska venue for the third Russian-Norwegian Cultural Forum is a serious assignment and achievement for us, Alexander Chazhengin said opening the session of the organizing committee.

He has emphasized, that the republic has acquired this right thanks to its successful experience of international cooperation, and the forum will become a good opportunity for establishing closer communications with northern neighbours, not only in culture, but also in other spheres.

We hope, that this forum will stimulate development of relations between Karelia and Norway, Alexander Chazhengin said.

As Minister of Culture of Karelia Elena Bogdanova has told, preparation of the forum in the republic has begun last year. About 200 guests from northwest regions of Russia and Norway are expected to take part in the forum. The list of delegations is being currently formed.

The Forum will be divided into two blocks business and concert, alltogether it is supposed to hold more than 10 various events.

According to Elena Bogdanova, the primary intent of the forum is to present new approaches and methods of work in culture, art, and education. Special attention will be paid to involvement of youth in projects in these spheres.
