The competences are distributed by the Decree of the Head of the RK N85 as of October 5, 2011 Concerning Distribution of Competences among First Deputy Head of the Republic of Karelia, Deputy Heads of the Republic of Karelia, and Chief of the Administration of the Head of the Republic of Karelia.
First Deputy Head of the Republic of Karelia
- coordinates activity of Deputy Heads of the Republic of Karelia except for Deputy Head of the Republic of Karelia and Minister of Health and Social Development of the Republic of Karelia;
- directly coordinates and supervises over the activity of the State Committee of the Republic of Karelia for Reforming of Housing and Communal Services and Energy, the State Committee of the Republic of Karelia for Life Support and Safety of Population, State Committee of the Republic of Karelia for Prices and Rates;
- provides interaction with the Department of the Department of State Road-Transport Supervision for the Republic of Karelia, Central Administration of the Ministry of the Russian Federation for Civil Defense, Emergency Management and Natural Disasters Response in the Republic of Karelia, Byelomorsk Department of the Federal Service for Ecological, Technological and Atomic Supervision;
Deputy Head of the Republic of Karelia and
Minister of Health and Social Development of the Republic of Karelia
- is in charge of issues of social and cultural development of the Republic of Karelia;
- performs the office of the Head of the Republic of Karelia in case when the First Deputy Head of the Republic of Karelia can not exercise powers of the Head of the Republic of Karelia;
- controls activity of the Ministry of Health and Social Development of the Republic of Karelia;
- directly coordinates and supervises over the activity of the Ministry of Education of the Republic of Karelia, Ministry of Labour and Employment of the Republic of Karelia, Civil Registry Office of the Republic of Karelia;
- ensures coordination with the Pension Fund Department of Russian Federation for the Republic of Karelia, local branch of the Social Insurance Fund of the Russian Federation for the Republic of Karelia, State Labour Inspection in the Republic of Karelia, Department of the Federal Service on Surveillance in Healthcare and Social Development for the Republic of Karelia, Department of the Federal Service for Supervision in the Sphere of Protection of Consumer Rights and Human Welfare for the Republic of Karelia, Department of the Federal Migration Service for the Republic of Karelia;
Deputy Head of the Republic of Karelia and
Minister of Economic Development of the Republic of Karelia
- administers economical issues;
- controls activity of the Ministry of Economic Development of the Republic of Karelia;
- directly coordinates and supervises over the activity of the Ministry of Construction of the Republic of Karelia, Ministry of Agriculture, Fish and Hunting Industry of the Republic of Karelia, the State Committee of the Republic of Karelia for Administration of State Property and Placing of Orders for State Requirements,the State Committee of the Republic of Karelia for Information and Communication Technology Development;
- provides interaction with the local agency of the Northwest Customs Office of Russia of the Federal Customs Service, local body of the Federal State Statistics Service for the Republic of Karelia, Subsurface Management Department for the Republic of Karelia, Directorate of the Federal Service for Supervision in the Sphere of Natural Resource Use for the Republic of Karelia, Territorial Administration of the Federal Agency for State Property Management for the Republic of Karelia, Department of the Federal Antimonopoly Service for the Republic of Karelia, Department of the Federal Postal Service - branch of the Russian Post Federal State Unitary Enterprise, Department of the Ministry of Industry and Trade of the Russian Federation for the North Region, Department of the Federal Agency for Veterinary and Phytosanitary Supervision for the Republic of Karelia, Arkhangelsk Region and the Nenets Autonomous District, the Department of the Federal Service for State Registration, Cadastral Records and Cartography for the Republic of Karelia;
Deputy Head of the Republic of Karelia and
Minister of Finance of the Republic of Karelia:
- administers financial issues;
- controls activity of the Ministry of Finance of the Republic of Karelia;
- provides interaction with the Federal Treasury Department for the Republic of Karelia, Administration of the Federal Tax Service for the Republic of Karelia, National Bankof the Republic of Karelia, Insurance Supervisory Inspectorate for the Northwest Federal District, Regional Division of the Federal Service for Financial Markets in the Northwest Federal District, Territorial Administration of the Federal Service for Financial and Budget Supervision in the Republic of Karelia, Department of the Federal Service for Supervision in the Sphere of Communications, Information Technology and Mass Communications for the Republic of Karelia;
- organizes mutual support and coordination of activities of bodies of executive power of the Republic of Karelia and bodies of local self-government in the Republic of Karelia, as well as local agencies of federal bodies of executive power concerning issues related to planning of the revenue side of the consolidated budget of the Republic of Karelia, chairs and coordinates activities of advisory and (or) coordinating interauthority working bodies established in this sphete;
Deputy Head of the Republic of Karelia and
Minister of Youth Affairs, Physical Training, Sports and Tourism of the Republic of Karelia
- is in charge of issues of national and youth policy, development of culture, physical training, sports and tourism in the Republic of Karelia;
- rules the Ministry of Youth Affairs, Physical Training, Sports and Tourism of the Republic of Karelia;
- directly coordinates and supervises over the activity of the Ministry of Culture of the Republic of Karelia and State Committee of the Republic of Karelia for National Politics, Relations with Public and Religious Associations;
Deputy Head of the Republic of Karelia and
Official Representative of the Republic of Karelia at the President of the Russian Federation
- directs activities of the Permanent Mission of the Republic of Karelia to the President of the Russian Federation;
- ensures coordination between the Republic of Karelia's State government bodies with the State government bodies of the Russian Federation in order to fins solution of issues concerning social and economical advancement of the Republic of Karelia;
- coordinates promotion of projects and implementation of federal programs within the territory of the Republic of Karelia, coordinates activity of the Republic of Karelia's State government bodies concerning performance of the Agreement between the Government of the Republic of Karelia and the Government of Moscow on Trade, Economic, Scientific, Technical, and Cultural Cooperation agreements on cooperation in areas of economic, scientific, technical, cultural, and social activities with the Administration of Saint Petersburg;
Chief of the Administration of the Head of the Republic of Karelia
- directs activities of the Administration of the Head of the Republic of Karelia;
- cooperates with local government bodies, coordinates cooperation between bodies of executive power of the Republic of Karelia and local government bodies;
- directly coordinates and supervises over the activity of the State Housing Inspectorate of the Republic of Karelia.
Provide that for the period of absence, including vacations, official journeys or illness, the duties stated by this Decree for:
- First Deputy Head of the Republic of Karelia will be considered by Deputy Head of the Republic of Karelia and Minister of Economic Development of the Republic of Karelia,
- Deputy Head of the Republic of Karelia and Minister of Economic Development of the Republic of Karelia will be considered by First Deputy Head of the Republic of Karelia,
- Deputy Head of the Republic of Karelia and Minister of Health and Social Development of the Republic of Karelia will be considered by Chief of the Administration of the Head of the Republic of Karelia,
- Deputy Head of the Republic of Karelia and Official Representative of the Republic of Karelia at the President of the Russian Federation will be considered by Deputy Head of the Republic of Karelia and Minister of Economic Development of the Republic of Karelia,
- Deputy Head of the Republic of Karelia and Minister of Finance of the Republic of Karelia will be considered by First Deputy Head of the Republic of Karelia,
- Deputy Head of the Republic of Karelia and Minister of Youth Affairs, Physical Training, Sports and Tourism of the Republic of Karelia will be considered by Deputy Head of the Republic of Karelia and Minister of Health and Social Development of the Republic of Karelia.
