Main goals and functions
Ministry of Welfare for the population in the Republic of Karelia was
renamed into the Ministry of Social Services of the Republic of Karelia
by the decision of the Head of the Government of the Republic of Karelia
in 1994 August 19.
The main goals of the Ministry are:
- Fomation of the state policy in the republic of Karelia relating
to the questions of social dare for the elders, invalids, veterans, young
families, youth, children and other groups of the population in need of
social support.
- control over similar application of the laws on the
territory of the Republic adopted by the Russian Federation and by the
Republic of Karelia in the area relating to the competence of the
Ministry.
- to provide population with social payments (pensions) social
grants that are administered and paid by the Ministry of Social Services.
- to assist in providing prosthesis- orthopedic treatment to the
population.
- to organize medical and social examination and rehabilitation of the
invalids.
The main functions of the Ministry are:
- to analyze results of scientific and social investigations to be able
to render assistance to different groups of the population, and to
elaborate programs helping different layers of the society
- to
supervise, to coordinate and control the work of republican programs aimed
to improve conditions of families, women and children, old citizens and
veterans, invalids and youth.
- to organize the work of territorial committees of Social Services on
the territory of the Republic of Karelia.
- to take part in the
organization of summer camps for children and recreation centers for
children.
- to help local administrations to establish a complex net of different
institutions of social care.
- to organize social service for pensioners and social payments.
- to control the application of the law by the institutions of Social
care and to provide with social grants citizens with children.
- to do the planning and the book keeping of the money necessary for
social payments.
- to coordinate and centralize the work of the welfare
departments and different social payments, implement programs of social
care.
- to computerize the work of the institutions of social care and to
create a united data base.
- to carry out and control social service of
the elders, disabled and families with children, to provide them with
medical care and privileges adopted by the law.
- to help raise and prepare the youth to serve in the army
- to take part in the development youth business.
- to help to distribute humanitarian aid coming on the address of the
Ministry.
- to make suggestions about the volume of the production of the goods
for low prices, to create a mechanism of distribution of the goods for low
prices and compensations for expenses on transportation, medicine and
expenses related to food items.
- to plan and to organize financial work in the Ministry, to finance
activities directed to provide social assistance to the population, and
calculates the cost of different social programs.
- to provide optimal usage of the centralized state investments, to
organize construction of the new establishments and to reconstruct some
functioning institutions, and to estimate the cost of constructions.
- to organize training courses for the institutions subordinated to the
Ministry of Social Services.
- organises Republican social services
centers for the population, youth centers and family centers.
- coordinates the work of rehabilitation centers for disabled.
- explains the goals and the purpose of the Ministry among the
population.
- gives licenses to different institutions providing social
services for the population of Karelia.
- develops international
contacts regarding questions of social care for the citizens of the
Republic, social support of the families, youth and children.
- signs
agreements to carry out research work on social protection of the
population.
- in order to involve different investments in addition to
budget investments Ministry of Social Services can opened new funds for
social support.
- works with different prepositions and suggestions
coming from the population, considers reprimands and takes all the
necessary measure to solve problems, receives citizens during reception
hours.
