Timber Industry Complex
In the structure of industrial production of the republic timber industry complex (TIC) has the leading. Its share in the total amount of production made in the republic in 2003 has made 46%, half of all employees of the industry work at enterprises of TIC. In the structure of export of the republic densities of production of TIC makes more than 65%.
Primary goal of the Government of the RK in the field of timber industry complex is realization of the uniform state policy aimed to increase efficiency of activity of the enterprises of logging, woodworking, and pulp and paper industries, creation of conditions stimulating forest exploitators to develop processing and increase competitiveness of their production.
With a view of stabilization of work and perfection of the timber industry complex control system the Action Program of the Government of the RK on perfection of the timber industry complex control system has been developed.
The majority of TIC enterprises that worked unsatisfactorily during the first quarter of 2003 have managed to mobilize available resources and to stabilize their work since the second quarter.
As a result in 2003 as a whole on TIC (on a full circle of enterprises) the index of physical volume has made 106.6% to the level of 2002, commodity output was made to the sum of 17 455 million roubles, or 12% more than the level of 2002.
Growth of physical and cost volumes of manufacture is observed in all branches of the wood complex.
In the sphere of logging industry in 2003 it has been produced commodity output to the sum of 3 928 million roubles, the index of physical volume of manufacture has made 102.5% to the level of 2002.
To increase efficiency of forest exploitation the Government of the RK has assumed new conditions of transfer of wood fund sites for rent upon competition, which stipulates for providing value added parameters, budgetary and social efficiency on the basis of business plans developed as evaluation criteria.
In 2003 26 sessions of the competitive commission were held, 1,8 million cubic meters of wood have been handed over for rent. In 2003 the share of competitive rent in total amount of wood handed over for rent has made 30%. Work on allocation of forest sites for competition will be continued in 2004.
The volume timber hauling in 2003 (on a full circle of enterprises) has made 5 768 thousand cubic meters and has 2.5% increase to the level of 2002.
Such enterprises, as Kostomukshales Open Company, Volomsky Timber Industry Enterprise Open Society, Krivtsyles Open Society, Pyalmsky Timber Industry Enterprise Open Society, Pudozhpromles Open Society have considerably increased volumes of timber hauling. The best parameters were achieved at the enterprises implementing modern equipment and using assortment technology for timber preparation which share in total amount has made 48%. In 2003 the profit of timber enterprises has made 165 million roubles, that is 22% more than parameters of 2002. At the same time 13 of 29 large and medium timber enterprises have reduced volumes of timber hauling, among which the greatest decrease has been allowed by Chupinsky Timber Industry Enterprise Open Society (29%), Sokes Open Society (28%), Kemles Joint-Stock Company (25%), Lahdenpohsky Timber Industry Enterprise Open Society (26%), Ladenso Open Society (22%), Yushkozersky Timber Industry Enterprise Open Company (16%).
Lack of qualified personnel for timber preparation and hauling, absence of turnover means, technological inaccessibility of large forests caused by absence of wood-road and a number of other reasons essentialy influenced the work of logging enterprises in 2003.
In 2003 the enterprises of woodworking industry have considerably increased their volumes of manufacture: commodity output has been made to the sum of 2 926 million roubles, or 27% more than the level of 2002.
The increase of manufacture of saw-timbers (2.9%), plywoods by Bumeks Open Company (2.7%), woodchip boards by Karelia Woodchip Board Open Society (37.1%), furniture (35.8%) has provided 11.4% growth of physical volume of manufacture as a whole for the branch.
In 2003 woodworking enterprises have produced 742 thousand cubic meters of saw-timbers. Kemsky Saw-Woodworking Mill Open Company (40%), Porosozero Open Society (36%), Medvezhiegorsky Timber Industry Enterprise Open Society (on 17 %) have considerably increased manufacture of saw-timbers.
The new proprietor of Kemsky Saw-Woodworking Mill Open Company managed to solve the enterprise funding problem, that, in turn, has resulted in increase of volumes of sawing and social intensity removal. Medvezhiegorsky Timber Industry Enterprise Open Company constructs a new timber mill, which designed capacity is 180 thousand cubic meters of saw-timbers per year. Porosozero Open Society increases its share of deep processing of wood (surfaced timber and cabinet wood). Zapkarelles Joint-Stock Company increases capacities to release surfaced timber, and purchased equipment to manufacture furniture boards.
Through the proprietors' fault who in due time have not solved problems of providing raw material for the enterprises, volumes of sawing were reduced by Ilyinsky Timber Mill Open Society (3%), Interlesprom Open Company (19%), Segezhsky Saw-Woodworking Industrial Complex Open Society (6%).
In 2003 Kondopozhsky Timber Mill Open Company and Letnerechensky Timber Mill were stopped for reconstruction.
Since September of 2003 due to a fire the sawing shop of AB Invest Open Company was stopped for reconstruction which became the principal cause of decrease of volumes of sawing from 72,4 thousand cubic meters in 2002 up to 30 thousand cubic meters in 2003.
In August of 2003 Setles Open Company saw-mill of productivity of 100 thousand cubic meters per year was entered into operation. Projects which will allow sawing enterprises to release of better production and increase volumes of manufacture are under consideration.
The enterprises of pulp and paper industry in 2003 have improved parameters of their activity: the index of physical volume of manufacture as a whole on the branch has made 107.3% to the level of 2002, commodity output was issued to the sum of 10.6 billion roubles, or 13% more than the previous year. It has been produced 763 thousand tons of papers, or 7.3% more than the level of 2002, 65 thousand tons of cardboard (2.8%), 269 million paper bags (14%), 80 thousand tons of commodity cellulose (9.1%).
Kondopoga Open Society has liquidated the newprint release backlog allowed in the first quarter of 2003. Commissioning by of the 10th paper making machine became significant event for the combine and the republic and has allowed to reach 574 thousand tons of paper manufacture at the enterprise in 2003 (107% to the level of 2002).
Segezhsky Pulp and Paper Plant Open Society has 13% increase manufacture of the craft-liner, 6% of bag paper, and 14% of paper bags. Segezhsky Pulp and Paper Plant Open Society has started realization of the plan of modernisation of the enterprise. Strategy of development of Segezhsky Pulp and Paper Plant Open Society for the period till 2010 is developed, and its basic purpose is increase in turnover of the company from $100 million in 2002 to $250-300 million in 2010. To perform this project the enterprise involves more than Ђ400 million. Between Savings Bank of the Russian Federation, the Government of the RK and Segezhsky Pulp and Paper Plant Open Society in May, 2003 the Agreement on Intentions has been completed, to development which the line of credit will open for the enterprise for realization of the reconstruction of manufacture.
Pitkaranta Cellulose Plant Open Society has liquidated backlog on cellulose release allowed in the beginning of the year. In 2003 it has been produced 9.1% more of commodity cellulose compared to the level of 2002. The enterprise has started realization of the project on modernization of manufacture. With a view of maintenance of the current and perspective activity of the enterprises the Government of the RK and a number of largest enterprises of TIC (Pitkaranta Cellulose Plant Open Society, Zapkarelles Joint-Stock Company, Kondopoga Open Society, Segezhsky Pulp and Paper Plant Open Society) have signed General Agreements on cooperation. Lack of turnover means, absence of raw material, fuel, high degree of deterioration of the fixed capital are principal causes of unsatisfactory work of Suojarvsky Cardboard Packing Open Society and Lyaskelya North Ladoga Paper Enterprise. In 2003 output (cardboard and paper) at these enterprises has halved compared to the level of 2002.
The memorandum of intention to create uniform regional timber industry group of three large enterprises of the republic (Kondopoga Open Society, Segezhsky Pulp and Paper Plant Open Society and Karellesprom Joint-Stock Company) was concludeed on July 16, 2003, which basic goal of activity is inexhaustible highly effective forest exploitation and reception of the maximal added cost at deep wood processing. By the end of 2004 joint strategy of the new timber industry group should be developed.
Now with a view of maintenance of forward development of economy of the republic and amplification of effective mechanisms of wood resources management elaboration on the program Policy and Strategy of the Government of the RK in the Sphere of Forest Exploitation and Timber Industry Complex Development is almost completed.
