Status of Productive Industry Transportation Industry
Road Network Development
The road network of general use in the republic as of January 1, 2005 makes 7038,8 kilometers, including 2632.7 km. of roads with asphalt carpet, 3242.8 km. of gravel and macadam roads, and 1163.3 km. of unmetalled roads. On roads of general use there are 579 bridges and overpasses in the extent of 16.05 kilometers.
Road network development is carried out according to the subprogram "Highways" which is a part of the Federal Target Program "Modernization of Transport System of Russia (2002-2010)" and regional programs "Roads of Karelia 1998-2005" and " Bridges of Karelia 1999-2005". Last year was the second year of work under conditions of reforming the system of transportation industry financing and has confirmed unreliability of new sources of formation of territorial road funds (TRF).
In 2004 TRF incomes of the republic have made 808,8 million rbl. (81% to the year plan), including 638,8 million rbl. (77%) of own incomes, and 170 million rbl. (100%) of the federal budget grants.
Performance of the budgetary task on own incomes has been provided: 197,4 million rbl. (60% to the plan) of transport tax, 296,3 million rbl. (95%) of mineral oil excises, and 39,9 million rbl. (70%) of ground tax. According to profitable sources TRF has half-received about 162 million rbl., including 130,7 million rbl. of transport tax.
Practice of work with the transport tax has shown that the mechanism of collecting tax according to the current legislation does not stipulate for efficient measures providing completeness of tax payment by legal and, especially, by natural persons that entails long procedure of collecting through courts of general jurisdiction. Also there is no legislation norm binding to make transport tax payment by owners of vehicles at checkup passage.
Under conditions of sharp reduction of TRF incomes (more than 30% to the level of 2003), the Government of the republic has managed to concentrate financial and material resources on solution of the most important tasks, to allow no significant decrease in maintenance and repair of roads of the general use.
15.5 km of highways has been put into operation, including:
- Pryazha Lemetti highway, from 133rd km to 145th km, in the extent of 10.8 km.
- Kochkoma-Tiksha-Ledmozero-Kochkoma-frontier highway, from 7nd km to 77th km, in the extent of 4.7 km.
A bridge transition (23.75 meters long) over the river of M.Ketmuksa on the highway from Byelomorsk to Kolezhma through Sumposad with 0.4 km. of approaches has been put into operation. In 2004 17,141km. of highways has been repaired, including 16,266 km. of roads with asphalt carpet and 0,875 km. of gravel and macadam roads. 8 bridges which total length makes 214.25 meters have been repaired.
Works performed during the year on development, repair and maintenance of transportation system have both allowed to provide safe travel of motor transport, and to improve the transportation between the regional centers of Karelia, as well as inter-regional communication and out let to Kola federal highway.
