The basic results of social and economic development of the Republic of Karelia in 2007
Metallurgy. Wärtsilä Hardware Plant Joint-Stock Company where the volume of manufacture in 2007 has made 82,4 thousand tons of hardware, or 132% to the level of 2006 works stably.
Financial and economic state of Nadvoitsy aluminium factory (Branch of NAZ-SUAL) is estimated as stable. On results of work within the period or feport physical volumes of production of aluminium have grown by 1% to the level of 2006.
In structure of industrial complex of the republic in 2007 relative density of production of machinery and equipment has made 3.9% (3.1% in 2006). Index of production regarding the Production of machinery and equipment form of economic activity in 2007 has made 171.4%, volume of shipped goods produced by the enterprise (works performed, services rendered using own resources) has made in cost expression has increased 1.54-fold in comparison with 2006
High index regarding the Production of machinery and equipment form of economic activity in 2007 was achieved due to 1.6-fold increase in output of tractors and machinery on their base, 27% increase of paper-making equipment and spare parts for it in comparison with 2006. Thus, volume of production shipped by Petrozavodskmash JSC regarding the 'production of machinery and equipment' form of activity for 2007 has made 1685 million rbl. (127% to 2006).
In 2007 actions on modernization of production at the enterprise continued. The largest investment project of 2007 was purchasing and introduction of a modern melting complex from Induktoterm with productivity of 12 tons of liquid metal per hour increasing capacities 1.5 times and providing high quality of foundry production at the Foundry of Petrozavodskmash JSC.
In 2007 of Petrozavodskmash JSC was implementing the Reconstruction of PTVM-30 boilers to switch them into natural gas and automation of equipment of boiler-house of Petrozavodskmash JSC investment project. In 2006 for realization of this given project the enterprise was granted 19,361 million rbl. of budgetary credit.
The second most significant enterprise producing machinery and equipment is Onego Tractor Plant, Inc. Due to preschedule introduction of competitive production procedure concerning Onego Tractor Plant, Inc., in July, 2007 under the decision of the Court of Arbitration of the Republic of Karelia , industrial activity of the enterprise was stopped. The new enterprise Onego Tractor Plant, Inc., as a part of Tractor Factories Concern with 714 people of staff was created. While the enterprise carries out industrial activity on the rented sites of Onego Tractor Plant, Inc., and further will be moved to the second platform.
Volume of production shipped by the enterprise in 2007 has made 658,8 million rbl. (160.3% to the level of 2006); there has been made 331 tractors and machines (162.3%).
The enterprise is now forming a stock of orders for 2008. Conclusion of contracts for production of tractors will be over in March. In 2008 it is planned to make 360 units of equipment.
Index of production regarding the Production of vehicles and equipment form of economic activity in 2007 has made 73.9%, volume of shipped production has made 624,1 million rbl. (90.5% to 2006). Such situation is related to instability of work of Avangard Ship-Building Factory, Inc. Volume of shipped production by Avangard Ship-Building Factory, Inc., regarding the given kind of activity in 2007 has made 23,8 million rbl. (41.5% to the level of 2006). Repair work and operations on launching of two boats were executed, two coastal-type mine sweeper of the project 12650 (government's defence order) were made, and also the order for construction of a ferry for Pudozh municipal unit was performed.
Onego Ship-Building Factory, Ltd., as the enterprise of the ship-building branch, is included in the transport group of the companies of ORIMI Concern. In 2007 the enterprise performed works on construction and shipment of two dry-cargo ships of Karelia type within the Modernization of the Russian Fleet program. In December, 2007 another dry-cargo ship of the specified project was launched. Now Onego Ship-Building Factory, Ltd., has concluded contracts and has begun construction of sea vessels of new project DCV-33 with the deadweight of 4500 tons for the Estonian shipowner. In total construction of seven vessels of this type is planned.
Index of production of electric equipment, electronic and optical equipment in 2007 has made 124.6%, the volume of shipped production has increased in established prices up to 822,9 million rbl., or by 36.3%.
One half of all produced electronic production falls on AEK, Ltd., (assembly of electric wiring for engines of Scania and Volvo heavy haulers). In 2007 cost of production shipped by the enterprise has made 431,7 million roubles (141.3% to the level of 2006).
Volume of production shipped regarding the Chemical production form of activity in 2007 has made 1250,3 million rbl. (124% to the level of 2006). Index of production has achieved the level of 124.4%.
Sibirit-3 Joint-Stock Company (Kostomuksha) makes water-emulsion explosives that is a perspective direction of chemical production development. In 2007 the enterprise produced 51 tons of production (96% to 2006).
Now the enterprise delivers water-emulsion explosives to the mining enterprises of the Republic of Karelia and beyond its bounds, in particular to Leningrad region where there is no enterprises of this type. At the same time the market of consumption of such production is significant. Delivery of production to the countries of the European Union has already begun.
The enterprise prepared the Introduction of the New "Know-How" of Explosives investment project with 40,5 million rbl. of total amount of investments.
In textile and clothing manufacture cost of shipped goods produced by the enterprise has made 103,6 million roubles, or 65.4% to the level of 2006 in established prices that is explained with the fact that tailoring orders were received for production of goods made on commission and insufficient provision of orders. Index of production regarding this kind of activity has made 85.6%.
At the same time, large enterprises of this kind of activity - Vega Plus, Ltd., and Lahti Joint-Stock Company work stably. There has been made 29,7 thousand pieces of knitted products (108.8% to the level of 2006), 26,9 thousand pieces of trousers (103.9%).
Against the background of two-years-long recession in generation and distribution of electric power, gas and water, last year the index of physical volume of production has made 113.5% that is caused by increase in development of electric power by 19.6% due to higher inflow of water to water basins.
In 2007 consumption of electric energy in the territory of the Republic of Karelia has increased by 5.5% that is , first of all, related to growth of power consumption by the large industrial enterprises - NAZ-SUAL, Inc., Karelsky Okatysh, Inc., as well as Oktyabrskaya Railroad - a branch of Russian Railways, Inc., due to transition of trains to electric traction.
Structure of electrical energy consumption within the past few years remains quite stable. In total amount of electric energy consumption most part belongs to industrial customers (70.9%), the share of other consumers makes 18.7%, share of the population makes 9.4%, the share of agricultural producers makes 1%. In comparison with 2006 in structure of electrical energy consumption the share of own development has increased from 49% to 55.9%.
Government of the Republic of Karelia pays special attention to development of fuel and energy complex. Now in republic there operates Karelenergo, Inc., network company, Karelian retail supplier, Inc., and Karelenergogeneratsiya, Inc.
Creation of the high-grade competitive environment in electropower branch, increase of production efficiency of electrical energy generation and attraction of investments for development of the branch are the main tasks of introduction of new market relations, both in the wholesale, and in the retail markets.
In 2007 there continued construction of the second Northern transit - a high-voltage 330 kilovolt line from Kola atomic power station to Ondsky hydroelectric power station in Karelia. Total amount of investments into construction of all sites of the line will make more than 14 billion roubles. All construction works of the second circuit of the Northern transit is planned to be done by 2010. Realization of this project will increase an power interchange from Kola atomic power station, will considerably raise reliability of power supply of consumers of the Republic of Karelia. Construction is financed by means of Unified Energy System Federal Network Company, Inc., and federal budgetary funds.
In 2007 production of food and drinks in established prices has made 4490,6 million rbl. and has increased by 18.2%. Index of production regarding this kind of activity has developed at the level of 137.1%, that is basically related to increase in production of meat products, animal oils, vodka and distillery products, flour and mixed fodders. At the same time, production of meat, sausages, whole-milk products, confectioneries, bread and bakery products decreased.
In meat-processing branch there has been produced 2910 tons of sausages, or 89.9% to the level of 2006. Growth of production of meat products (by 28.8% - up to 2624 tons) is basically related to processing of fowl at Karelian meat-packing plant, Inc., received from Korm, Inc. Work on introduction of modern packaging materials for meat products and expansion of assortment of production is conducted at the enterprise.
Dairy farming was reduced by 0.4% to the level of 2006 (45,9 thousand tons) due to seasonal drop in receipt of milk for processing. At that, production of animal oil has grown by 9.2% to 367 tons. Production of packaged dairy products with use of modern packaging materials has increased. In 2007 Slavmo, Inc., and Medvezhiegorsk Milk Plant Joint-Stock Company have taken part in realization of the order of the governmen of the Republic of Karelia On Improvement of Nourishment of Pupils of 1-4 Classes of Institutions of General Educational in the Republic of Karelia. From September to December, 2007 milk plants have delivered 354 tons of milk and 7,1 tons of fruit drinks to schools of the republic, that has allowed to provide more than 22500 pupils of primary school with milk.
Production of alcoholic beverages by the enterprises of alcoholic beverage industry (branch of Rosspirtprom FSUE, Petrozavodsk distillery Petrovsky and Aalto, Ltd.) has increased in comparison with 2006 by 3.8% up to 363,9 thousand decaliters. Development of new kinds of production proceeded.
Within the analyzed period production of bread and bakery products for enterprises on the average decreased by 9.1% up to 31,6 thousand tons. Curtailment of bakery production is related to saturation of the market, decrease in consumer demand and great volume of production delivered from outside of the republic.
Confectionery has on the average reduced by 5.6% (1434 tons) that is caused by consumer market saturation with confectionery production due to mass delivery of products with longer period of storage and lower price from outside of the republic.
Situation at Kondopoga Center of Grain Production, Inc., is stabilized. Government of the Republic of Karelia renders support to the enterprise regarding compensation of flour and mixed fodder production expenses. In 2007 the enterprise was granted 39,4 million rbl. from the budgetary funds of the republic. As a result as a whole in the republic production of flour has made 51,1 thousand tons, that has exceeded the level of 2006 1.8-fold, production of mixed fodders has made 47,9 thousand tons and has grown 1.6-fold.
Production of commodity fish products, including canned fish, has made 52,3 thousand tons (107.6% to the level of 2006). Production of refrigerated fish (without herring) has grown by 1.8%, production of regrigirated fillets has grown 1.2-fold, production of culinary products has grown 1.7-fold, production of minced fish has grown 5.7-fold. Besides, volumes of production of salted fish, dried fish and stockfish, and spiced salting fish (without herring) have increased.
At the same, as a result of a stop of industrial activity of Karelian Fish Factory , Inc., production of canned food and preserves dropped up to 659 tubes, or 2.6-fold.
Production of commodity fish food in 2007 was increased by fishing enterprises (Kapitan-2, Ltd., Probrezhnik, Ltd., Grumant production-agricultural cooperative of the RK, Open Company PTF " Surveying compass ", Byelomorsk Fishery production-agricultural cooperative of the RK, Kem Fishery, Ltd., KRK, Ltd.), coastal processing enterprises (Raiguba, Ltd., branch of Mir Ltd.).
Volume of investments into the fixed capital in 2007 in established prices has made 18,6 billion roubles; foreign investments made $157,5 million, of them more than 40% of total amount was invested in reprocessors.
In 2007 increase in the share of investments in processing manufactures proceeded, from 10.8% to 20.6% in total amount of investments into the fixed capital. Qualitative change of structure of investments was caused by growth of investment activity in the sphere of production and, mainly, in the field of wood processing and woodware production. Share of investments into the fixed capital in construction has increased more than 3-fold, and 1.5-fold in generation and distribution of the electric energy, gas and water.
The greatest share in total amount of investments falls on Karelsky Okatysh, Inc., Kondopoga, Inc., Karelstroimehanizatsiya Joint-Stock Company, Swedwood Karelia, Ltd.
In 2007 there occured serious changes in structure of investments into the fixed capital regarding the sources of financing. The share of own funds has increased essentially from 33.6% in 2006 to 55% in 2007 with a prevailing share of amortization in structure of own sources. Strengthening of positions of the group of own means in structure of sources of financing was determined, on the one hand, by increase in investment activity of the region caused by accumulation of own financial resources of managing subjects, and, on the other hand, by weakening of structural influence of resources of credit institutions by virtue of prompt growth of consumer crediting and inclination of banks to replacement of volumes of investment credits with consumer credits. It is necessary to note increase in relative density of extra means of other organizations, caused by growth of participation of capitals of large Russian corporations in co-financing of regional investment projects.
Government of the Republic of Karelia worked systematicly with federal enforcement authorities, federal departments and institutions in territory of the republic on realization of actions of federal target programs (FTP) and imvolvement of investments to objects of the republic within federal address investment program (FAIP).
Due to all sources of financing on realization FTP and FAIP in territory of the republic it has been allocated 3628 million rbl., that is 24.3% more than in 2006, and federal budgetary funds have made 2408,8 million rbl., or 149% to the level of 2006.
In total amount of funds within FTP and FAIP budgetary investments make 2175,6 million rbl. that exceeds the parameter of 2006 by 17.4%. More than 50% of budgetary investments are federal - 1323,6 million rbl.
Due to federal budgetary funds within FAIP in the republic there had been financed 25 objects (12 objects in 2006), volume of investments has made 1151 million rbl., and 415,3 million rbl. without taking into account grants for construction of highways, that exceeds the level of 2006 more than 1.5-fold.
At participation of federal investments in 2007 the following objectswere put into operation: reconstruction of the Court of Arbitration of the Republic of Karelia building, a starting complex of academic and laboratory building of Petrozavodsk State University, reconstruction of Pryazha-Lemetti motorway, sites of Kola highway, reconstructed farmland, equipment of Karelia the State TV and Radio Company, Emergency Medicine Center Public Health Service Institution, objects of the White Sea - Baltic channel is modernized.
More than 50 people dismissed from military service, liquidators of radiating failures, and immigrants have received federal state support in the form of housing certificates within the Housing federal target program. More than 150 young families in 2007 received government support from federal and republican budgets in the form of grants for construction and purchase of housing within the sub-program of Providing Housing for Young Families. More than 50 families building their houses in the countryside of the republic - young experts, workers of agriculture and social sphere, received government support from federal and republican budgets in the form of grants within the Social development of Rural Areas federal and republican target programs.
