Acres and Land Tenure

According to the State land registry as of January 1, 2009, land resources of the republic makes 18052 thousand hectares, including 99.77% of land which is in State and municipal ownership, 0.2% provately owned by citizens, and 0.03% in corporate ownership. Some land which is in State and municipal ownership is used by citizens and legal persons on the right of permanent (ndefinite) use, lifetime inheritable possession, fixed-term use without consideration or lease.

In the sphere of land resource management in 2008 priority tasks of the Government of the RK were providing efficient control of land resource management within its competence, organization and work on differentiation of state land ownership subject to referring to the property of the Republic of Karelia, formation of income from use of landresources.

As of January 1, 2009 the property right of the Russian Federation is registered to 2281 ground areas which total area makes 14 920,6 thousand hectares; the property right of the Republic of Karelia - to 1155 ground areas which total area makes 19, 6 thousand hectares.

Resolutions of the Government of Karelia On rent for using ground areas which state ownership is not differentiated; On establishing land rent in Petrozavodsk city district for using areas which state ownership is not differentiated and the order of the Government On approval od results of public assessmenbt of agricultural land in the Republic of Karelia have been adopted.

The bill of the Republic of Karelia On especially valuable productive agricultural land in territory of the Republic of Karelia directed on the prevention of reduction of area of agricultural land, protection of land from degradation, maintenance of their rational use was accepted in the first reading. The bill of the Republic of Karelia On contents of the petition for translation of agricultural land, except for the grounds land owned by the Russian Federation, to other categories and the list of enclosed documents has been developed.

Together with institutions of local government work on conducting of the register of the built up and free ground areas for possible use proceeded at realization of investment projects proceed.

In total as of January 1, 2009 in the cadastre of the Republic of Karelia it was registered 132 thousand ground areas, tax assessment data on 119 thousand ground areas was submitted to the Department of Federal Tax Service of Russia for the Republic of Karelia.

Within the framework of the Creation of the Automated System of Keeping the State Land Cadastre and the State Registration of Objects of Real Estate (years 2002-2007) federal target program the subprogram Creation of the real estate cadastre system (2006-2011) has been approved and is being implemented.

The Order of the Government of the Republic of Karelia approved results of the state cadastral valuation of agricultural land.

The state cadastral valuation of land of associations of private gardeners and market-gardeners, territorial land management of especially protected natural territories of federal value - Paanajärvi, Kalevalsky, and Vodlozersky was performed in 2008.

Work on formation and involving both uniform real estate units, and the free land property in civil transactions is performed. Decisions were made on transfer of grount areas to citizens and legal persons into ownership - 247; for fixed-term use without consideration - 5; for permanent (ndefinite) use - 22; for rent - 278.

The priority form of land tenure is concession. As of January 1, 2009 citizens and legal persons rented 46,7 thousand hectares of state land. In total it has been concluded 32 322 rent contracts, including 2429 in 2008.

There have been concluded 249 land rent ageements to use gound areas owned by the Republic of Karelia which total area makes 3,3 hectares. The rental payments received from them in 2008 have made 11 729 thousand roubles.

Since March, 2007 the republic was delegated powers to allocate ground areas in territory of Petrozavodsk city district, which state ownership is not differentiated. As of January 1, 2009 citizens and legal persons rented 741 hectares of such land. There has been taken for registration 3140 land lease contracts, 160 contracts of them were re-concluded fin 2008. The rent received in 2008 according to agreements on these ground areas has made 157,6 million roubles (at the planned target of 144,3 million roubles).

As a whole aggregate profits in all levels of budgets from ground areas tenancy in territory of the republic in 2008 in comparison with 2007 have grown by 21% and have made 305, 6 million roubles, including 46,2 million roubles of incomes of the budget of the Republic of Karelia (108.7% of annual budgetary task.).

Increase in aggregate profits from tenancy of ground areas in all levels of the budget is caused by activization of claiming, updating of rental rates, the order of its establishing, control of land resources management efficiency.

The second important source of income from land resource management and allocation is sale of ground areas.

In 2008 as a whole in the republic there has been sold 1153 ground areas which total area made 737,72 hectares to the amount of 135,9 million roubles. Incomes of the republican budget from the land sale in 2008 have made 40,4 million roubles, which exceeds the level of 2007 1.29-fold.
