Social and Economic Situation in the Republic of Karelia
on results of 2009
Work on coordination of activity of enforcement authorities of the republic, territorial federal departments and establishments in territory of the republic on mobilization of federal funds in economy of the republic continued.
In 2009 (due to all sources of financing) on realization of actions of federal programs in territory of the Republic of Karelia it has been involved 5421,3 million roubles, that is 15% more, than in 2008, including 4227,4 million roubles due to the federal budget, or 133% to the level of 2008.
Volume of federal investments in the republic has achieved the amount of 2201,8 million roubles, having exceeded the level of 2008 by 30.3%. The volume of federal investments carried out due to funds of the Federal address investment program, has made 1315,2 million roubles (103% to the level of 2008) and has provided financing of 18 building objects in territory of the republic. The specified means were drawn completely.
In 2009 at federal co-financing the following objects were commissioned: building of the court in Olonets (completion of construction), building of fire brigade in Kondopoga (completion of construction), sites of Kola highway (after reconstruction), a swimming pool with a mini-aquapark in Kostomuksha (completion of construction), a starting complex of school in the settlement of Sheltozero (completion of construction); stages of works on reconstruction of objects of the White Sea - Baltic Canal, installation of the light-signal equipment of Besovets airport in Petrozavodsk, reconstruction of the 1st starting complex of water treatment facilities in Petrozavodsk, the 1st stage of the 69-room apartment house in Sortavala for migrants from the island of Valaam was completed; works on project documentation of objects were completed: reconstruction of the building of the State Statistics Committee of the Republic of Karelia in Petrozavodsk, reconstruction of the complex of air navigation of Besovets airport in Petrozavodsk, reconstruction of building of the Office of Public Prosecutor in Pitkäranta, construction of a fish-breeding farm for reproduction of Ladoga trout in territory of the island of Valaam.
The volume of works and services performed on the construction form of activity in 2009 has made more than 7 billion roubles and in comparison with 2008 was reduced by 25%.
In 2009 objects of civil construction have been commissioned: central regional hospital in Olonets, water-intaking constructions and pressure conduits in the settlement of Louhi, school in the settlement of Sukkozero; major overhaul of the building of Musical Theatre of the Republic of Karelia is completed.
Reduction of the volume of building and assembly jobs in 2009 has had an effect on production of building materials.
In the beginning of 2009 production on brick-works of Kondopoga, Inc., was suspended, only in November, 2009 the factory has renewed its activity. In the second six months of 2009 production of large-panel housing constructions at Building Unit Complex Industrial Building Association, Ltd., was suspended.
In territory of the republic realization of some investment projects concerning production of building materials proceeds, including: production of basalt insulating boards and a sandwich-panels on their basis by Corund, Ltd.,; construction of factories producing oriented strand boards (OSB) by Karelia wood particle board, Inc., and Kalevala Wood-Working Complex, Ltd.
In 2009 in territory of republic it has been made 4,5 million pieces of walling (22.6% to the level of 2008), including 3,1 million pieces of building bricks (16%), 27,600 cubic meters (53 %) of precast concrete products, 4,800 square meters total of panels and other designs for large-panel construction (17%).
Commissioning of dwelling in 2009 has made 164,200 square meters of total area of apartment houses, or 112% to the level of 2008. Of them by individual builders it has been constructed 49,600 square meters of total area of apartment houses (113%). Relative density of individual housing construction in total amount of dwelling commissioned in 2009 has made 30.2%.
In 2009 per capita in the republic it has been commissioned 0.24 square meters of floor space at the plan of 0.22 square meters.
According to the the State Statistics Committee of the Republic of Karelia, average cost of 1 square meter of total area of apartment houses constructed in 2009 in the Republic of Karelia, at the end of the 4 quarter in the primary housing market has made 43,090 roubles and in comparison with the end of 2008 has decreased by 8.6%, in the secondary housing market it has made 40,700 roubles, that is 6.8% less than the level of 2008.
One of effective mechanisms to support citizens is the system of mortgage housing credit. To implement the Development of Mortgage Housing Credit in the Republic of Karelia sub-program in 2009 the budget of the Republic of Karelia allocated funds amounting to 101,2 million roubles.
In 2009 accredited banks and non-credit organizations have issued out 913 mortgage housing credits and loans amounting to 1026,1 million rbl., including 824 participants were issued credits amounting to 926,8 million roubles with indemnification of a part of the interest rate.
Thus, the total sum of the mortgage credits received in 2009 reduced in comparison with the same period of 2008 by 4 %, and the number of citizens who have received mortgage credits - by 32%. To compare: on the average across Russia the volume of the market of mortgage housing crediting reduced more than 6-fold.
In 2008 within the scope of the Housing regional target program for 2004-2010 state support was rendered to the population in improvement of living conditions:
- within the Providing Housing for Young Families sub-program for the period from 2004 to 2010 by the Ministry of Regional Development of the RF in 2009 the republic was assigned 12,1 million rbl. that is 3.5 times less than in 2008. Taking into account co-financing from the budgetary funds of the Republic of Karelia subsidies were granted to only 22 families, that makes only 1.8% of the number of young families applied for subsidies in 2009. With subsidies granted in 2008, in 2009 113 young families improved their living conditions.
- Performance of Government Obligations on Providing Housing for Categories of Citizens Listed in the Federal Legislation. Citizens dismissed from military service and persons equated to them; participants of liquidation of consequences of radiating failures and accidents; citizens leaving regions of the Far North and equated districts, and the compelled immigrants in 2009 were issued 37 certificates to the amount of 63,5 million roubles.
Measures of the Social development of Rural Areas through 2010 federal target program andSocial development of Rural Areas of the Republic of Karelia through 2010 republican target program are taken to inmprove living conditions of citizens living in the countryside and to engage young specialists to work in rural areas of Karelia.
In 2009 43 participants of the program were assigned 37 million roubles of funds, including 25,3 million roubles from the federal budget, 11,7 million roubles from the budget of the Republic of Karelia.
In 2009 the complex of actions of the Government of the Republic of Karelia on gasification and gas supply of the republic for the period from 2009 to 2013 has been prepared.
Due to funds of the budget of the Republic of Karelia (11,67 million roubles) works on construction of gas supply network (street network) in the settlement of Shuya, Prionezhsky metropolitan region,(1st starting complex) were completed in full. Due to means of Administration of Prionezhsky metropolitan region and Shuya rural settlement amounting to 1,2 million roubles works on switching of two municipal apartment houses (about 50 apartments) to natural gas were performed. Due to means of the investor boiler-house in the settlement of Shuya was prepared to be switched to natural gas.
Within the scope of the investment program of Gazprom, Inc., in 2009 works on construction of inter-settlement gas pipeline Severnaya Gas Grid - the settlement of Sulazhgorsky - the settlement of Meliorativny - the settlement of Shuya - Shuiskaya station (1st starting complex) up to the settlement of Meliorativny were completed. Also works on crossing the river Shuya were performed.
As a whole in 2009 on gasification of the Republic of Karelia due to all sources of financing it has been invested 162,9 million roubles.
Foreign trade turnover of the Republic of Karelia (inclusive of the foreign trade turnover with Byelorussia, export and import of services) in 2009 has made 1319,4 million dollars, having decreased by 32.4% in comparison with 2008 that has been caused by decrease in export and import deliveries. Principal cause of recession were crisis phenomena in global economy, that have affected both the basic commodity markets of Karelian goods and services, and volumes of import of machinery and equipment products, goods of industrial and consumer purpose by participants of foreign trade activities.
Volume of export of the republic in value terms has made $1049 million, that is 29% less than in 2008. On results of 2009 decrease in price volume of deliveries concerning all most significant positions of the Karelian export was observed.
The greatest relative density in commodity nomenclature of export belongs to pulp-and-paper production (43%), wood and wooden articles (19%), aluminium (8%), iron-ore pellets (13%).
Export of pulp-and-paper products in value terms has decreased by $92 million, iron-ore pellets - by $57,2 million, aluminium - by $74,3 million.
The main reason of decline in price volume of export was significant reduction of prices caused by reduction of solvent demand in the basic commodity markets of Karelian production. The mid-annual price of raw aluminium has decreased by 37.6% to the level of 2008, iron-ore pellets - by 26%, cellulose - by 29.5%, kraft-paper and cardboard - by 28.3%, newprint - by 20.5%, rough timber - by 22.9%, sawn timber - by 8.6 %. Growth of physical volumes of export of production of timber-processing could not compensate the landslide of prices.
Price volume of export of roundwood was reduced 2.4-fold in comparison with 2008. Reduction of deliveries of roundwood was affected by high level of rough timber export duties, as well as the volume of roundwood consumption by Finnish wood-working companies decreased in first six months of the year.
Volume of import deliveries in the Republic of Karelia has made $270,3 million, having decreased by 42.2% to the level of 2008. Maost of import accounts for the share of engineering production (relative density makes 44%), mineral and chemical products (23%).
In 2009 cost of agricultural products produced by farms of all categories in actual prices has made 3,8 billion rbl. (3,67 billion rbl. in 2008), or 3.5% more than in 2008. Production index in comparable prices on all categories of farms has made 98%, including 101.6% on agricultural organizations. Positive results were achieved in cattle raising, especially in agricultural organizations.
In 2009 it was produced 71,600 tons (100.5%) of milk, 23,000 tons (98.7%) of vegetables, 12,100 tons (97.5%) of poultry and meat on the hoof, 71,300 tons (91.2%) of potatoes.
Mid-annual efficiency of dairy cattle in agricultural organizations has exceeded the level of 5484 kg; to compare, in the 1990s this parameter made 3895 kg. In 12 agricultural enterprises counting per fodder cow it was received more than 5,000 kg of milk. Among regions of the Russian Federation the Republic of Karelia on dairy efficiency of cows is on the 5 place.
In 2009 implementation of activities on development of cattle raising proceeded. Reconstruction of another broiler-raising shop in Korm, Inc., is completed. Capacity of the integrated poultry farm before the reconstruction was 4,000 tons of poultry meat a year. Modernization of production and perfection of technological processes have allowed to фсршуму еру 45% capacity increase of the integrated poultry farm.
A complex holding eight hundred head of cattle with milk room was commissioned in February, 2009 in Ilyinsky Breeding Farm, Inc., Olonets region.
In the reporting year by faкьs of all categories it has been produced 63,3 million pieces of eggs, that is 11.7% more than in 2008. Priladozhsky, Inc., thanks to perfection of the system of poultry feeding, purposeful breeding work, transition to cultivation of more productive poultry cross has increased production volume of eggs by 32.4% in comparison with 2008, having received 306 eggs per laying hen. On the average in the republic laying ability of hens has made 295 eggs, that is 5.9% more than the level of 2008.
Difficult remains situation in fur farming. Realization of furs, especially mink skins, was considerably reduced due to no demand. For this reason Pryazhinsky Joint-Stock Company, unique animal-breeding enterprise of the republic, was forced to reduce livestock of mink by 60%.
Average productivity of vegetables in the republic has made 293,000 per hectare. The leader in production of vegetables is Agrarny State Farm, Inc., which accounts for 51% of total amount of vegetables produced by agricultural enterprises of the republic. In 2009 at this enterprise has achieved high productivity on all cultures cultivated: cabbage, carrots, beets.
In 2009 state support from the budget of the Republic of Karelia and federal budget amounting to 408,6 million roubles, that is 10%, or 46 million roubles, less than the level of 2008, was rendered to accounting entities of agriculture of the republic. The share of the budget of the Republic of Karelia in total amount of support has made 69.3% (75% in 2008).
Cost of shipped own-produced goods on fishery and fish-breeding form of economic activities in 2009 has made 3186 million rbl., the index of production has made 135.7%.
Trout-breeding farms have grown 12.900 tons of uneven-age fish, including 8.800 tons of commodity fish. In comparison with 2008 the volume of fish raised in 2009 has increased by 6.2%.
In 2009 construction of processing shop of Fedorenko sole proprietor was completed, capacity of the complex is 320 tons of trout and 150 tons of lake fish a year, incubation-farming factory with the capacity of 4,5 million pieces of seeding of 5-15 grams was built in Kala-Ranta Joint-Stock Company. In Roquefort, Ltd., it has been launched 5 cage modules is completed, there goes construction of fish-exsanguination shop and a warehouse, preliminary design work on construction of a processin shop and an incubator with the capacity of 3 million young fishes a year has begun.
