Reforming of the state administration system,
improvement of government services
Reforming of the state administration systemin Russia is one the important conditions for accelerating social and economic development of the country. This thesis is regarded as of paramount importance in the Concept of administrative reform in the Russian Federation.
In 2009 the main efforts were focused on the following spheres:
- improvement of quality of government services
- improvement of availability of government services (introduction of electronic forms of interaction in procedures of rendering services to the population, informing of the population on the government services rendered electronically)
- increase of efficiency of realization of government and municipal functions by executive authorities of the Republic of Karelia and institutions of local government (special attention was paid to means of control and supervision)
- introduction of anti-corruption measures
In the expired year executive authorities of the Republic of Karelia have approved requirements to quality of the government services rendered by subordinated institutions, as well as the order of evaluation of quality conformance of the government services to the established requirements.
Executive authorities of the Republic of Karelia have prepared departmental programs Results and guidelines for action for 2010-2012 including purposes and tasks of activity of executive authorities, as well as the list of scheduled activities implemented to achieve the assigned tasks, and their resource maintenance, proceeding from parameters of the intermediate term financial plan of the Republic of Karelia and parameters of results.
At the Commission for assessment of effectiveness of activity of executive authorities of the Republic of Karelia and institutions of local government of municipal units in the Republic of Karelia by the order of the Head of the Republic of Karelia N773-r as of November 9, 2009 thgere has been fornmed the expert group which tasks include preparation of offers for assessment of effectiveness and efficiency of activity of executive authorities of the Republic of Karelia and optimization of expenditures on supplies of executive authorities of the Republic of Karelia.
In 2009 the majority of executive authorities of the Republic of Karelia became participants of the Program of reforming of regional finance of the Republic of Karelia.
Within the framework of realization of the Program lists of services in spheres of education, culture, public health services, social development, physical training and sports, youth policy, agriculture and forestry, construction, tourism, fire safety have been approved.
Re-structuring of the budgetary sector including formation of new organizational and legal forms of organizations, rendering government services proceeded. A number of official bodies of the republic was transformed to independent establishments in 2009.
In 2009 the order of financing of government tasks to render government services has undergone changes. Amendments were made to the order of the government of the Republic of Karelia N149-P as of July 26, 2008 Concerning Establishing the Order of financing of the Government Task to render Government Services (performance of works) and Financial Support of the Government Task Performance directed on increase of efficiency of budget expenditure and assignment of key elements of productive budgeting.
Executive authorities being the key budget resource manager of the Republic of Karelia develop and approve Orders of monitoring and control of performance of the government tasks to render government services to legal and physical persons.
Work conducted since 2008 concerning introduction of new systems of remuneration of labour in government-financed organizations of the republic in 2009 has got its practical embodiment. Wages of workers of state institutions in comparison with wages estimated on the basis of the wage scale have increased on the average by 19% and have made 13,950 roubles, in municipal establishments the growth rate has made 14%, or 11,670 roubles.
With introduction of new remuneration of labour systems the establishments have got an opportunity to raise wages due to internal resources: optimization of a number of workers and assignment of funds from income-yielding activities to give incentive to workers.
In 2009 Government of the Republic of Karelia conducted work to improve the mechanism of formation and realization of long-term target programs. The Order of decision-making concerning development of long-term target programs of the Republic of Karelia, their formation and realization, as well as the Order of implementation and criteria of performance evaluation of their realization have been approved. The order, technique and criteria of evaluation of projects of target programs has been detailed, evaluation of their efficiency has been formalized.
Tasks concerning development of agriculture, housing construction, housing and communal services, road facilities, tourism, culture, physical training and sports, government support of national languages, harmonization of national and confessional relations are solved with use of management by objectives.
The order of interaction of institutions of local government with executive authorities of the Republic of Karelia at preparation of the Summary report of the Republic of Karelia on results of monitoring of efficiency of activity of urban districts and municipal regions has been defined.
On results of monitoring the parameters of performance evaluation in 2008 the best results were achieved in Kostomuksha and Petrozavodsk urban districts, as well as in Kem metropolitan region.
Within the scope of the administrative reform implementation in 2009 executive authorities of the Republic of Karelia have introduced 47 administrative rules and developed 51 drafts of administrative rules of rendering government services (execution of government functions).
All drafts of administrative rules undergo obligatory consideration in the Standardization and Regulation expert group for administrative reform at the Commission for introducing the administrative reform in territory of the Republic of Karelia.
Besides within the second six months of 2009 drafts of administrative rules passed public examination at public councils established at executive authorities that promoted development of cooperation between the executive authorities and the society.
The Federal Law 294-FZ On Protection of Rights of Legal Entities and Sole Entrepreneurs When Exercising State Control (Supervision) and Municipal Control as of December 26, 2008 aimed at elimination of excessive administrative barriers at realization of enterprise activity has come into force on May 1, 2009. Executive authorities of the Republic of Karelia realize 33 government functions falling within the scope of this law.
With a view of implementation of the above-mentioned law cooperation between the executive authorities of the Republic of Karelia with territorial bodies of federal executive authorities in the Republic of Karelia is organized at realization of control (supervising) functions in corresponding fields of activity of the specified bodies.
The issues concerning measures on implementation of the Federal Law 294-FZ as of December 26, 2008 in territory of the Republic of Karelia before its coming into force was considered at the session of the Commission for the administrative reform implementation in 2006-2010 in territory of the Republic of Karelia.
On results of the session of the commission, executive authorities of Karelia have made necessary amendments to plans of development of administrative rules regarding preparation (as a matter of priority) of administrative rules of implementation of control actions. The commission recommended institutions of local government of municipal formations of the republic to conduct similar preliminary work concerning implementation of this Federal law in territory of municipal formations.
Due to adoption of the Federal Law 294-FZ as of December 26, 2008 executive authorities of the Republic of Karelia have developed 19 administrative rules, amendments were made to paragraphs concerning executive authorities regarding specification of control and supervision functions. It is necessary to note, that before the Federal Law came into force executive authorities of the Republic of Karelia have approved 6 administrative rules of execution of government functions of control (supervision) that is related to earlier established priorities of regulation, first of all, activity of rendering socially significant government services to the population and organizations.
The Office of Public Prosecutor of the Republic of Karelia in 2009 generated a master plan of inspections for 2010 including check activities for 2010 planned by executive authorities of the republic.
The information analysis held in the 4 quarter of 2009 concerning realization of provisions of the Federal Law 294-FZ as of December 26, 2008 by institutions of local government of municipal formations of the Republic of Karelia has shown that development and adoption of administrative rules at carrying out of inspections at realization of municipal control is organized in institutions of local government insufficiently.
The issue of necessity of activization of this direction of activity of institutions of local government was covered at the exit session of the Government of the Republic of Karelia on November 17, 2009, as well as at the Council of the republic (Council of heads of municipal regions and urban districts, heads of local administrations of municipal regions and urban districts of the Republic of Karelia) on December 17, 2009.
In 2009 development of the project of the Improvement of Quality of Government Services on The Basis of Multipurpose Centers of Rendering Government Services in the Republic of Karelia regional target program was organized. The centers will provide rendering a complex of government and municipal services in the one-window mode. Thus, the interaction necessary to render the service (including necessary coordination, receipt of intermediate documents) should occur without participation of the applicant.
In 2009 the structure of executive authority of the Republic of Karelia has been reformed. The institute of assistants to the Prime Minister of the Government of the Republic of Karelia that do not occupy simultaneously positions of heads of executive authorities of the Republic of Karelia has been introduced. It has allowed to concentrate activity of assistants to the Prime Minister on solution of strategic tasks in the field of economic and social policy.
On results of analysis of problem issues facing population of the republic in 2009 there has been established a State Housing Inspection of the Republic of Karelia.
