Modernization of the Economy
For the first time the task of modernizations of the Russian economy and technological development was set by the President of the Russian Federation in his Address to the Federal Assembly of the Russian Federation as of November 12, 2009.
To solve this task the republic pursues a policy of arrangement of conditions for steady economic growth, introduction of innovative resource-saving and high-efficiency power and information technologies, development of telecommunication systems, carrying out of modernisation and reconstruction of operating enterprises providing improvement of quality and competitiveness of production, labour productivity, cost reduction.
Amendments were made to the Strategy of Social and Economic Development of the Republic of Karelia through 2020 in view of the Concept of Long-Term Social and Economic Development of the Russian Federation through 2020. Revised version of the document takes into account federal infrastructural projects implementd within the territory of Karelia, and stipulates formation of zones for intensive economic development.
In the second six months of 2010 there has been prepared the Concept of Social and Economic Development of the Republic of Karelia for the period trough 2015 according to which priority directions in the economic sphere of the republic are stabilization of economic growth rates on the basis of technical modernization, transition of economy to innovative socially orientated type of development; increase of competitiveness of major economy sectors; control of energy efficiency and energy saving.
During implementation of the Main Trends of the Investment Policy of the Government of the Republic of Karelia for the period through 2010 crisis risks in the investment sphere were reduced. It has become possible to involve additional funds, including from the federal budget, for support of small and medium business.
New advanced enterprises were constructed and operating enterprises were modernized. The most active modernization was observed in power industry, mining, timber industry and agricultural sector of the republic, housing and communal services and communication. In total it is completed 20 large investment projects.
Large projects are implemebted by Karelsky Okatysh (Iron-Ore Pellets) Inc., Segezha Pulp and Paper Plant Inc. (Polar Bear project), Kondopoga Inc., Bumex Lahdenpohja Plywood Mill, Ltd. and other enterprises. One of the economy modernization mechanisms is transition to the innovative way of development.
Expenditures connected with technological innovations, involvement and purchase of high technologies externally by enterprises of Karelia tend to grow and currently make more than 3 billion roubles annually.
More than 40 innovative organizations producing new fire robots, means for measurement of quality of the electric power, sports and medical training equipment, containers for burial of radioactive waste and other production which has no counterparts in Russia operate in the republic. The sphere of radio electronics, wireless communication facilities, develops successfully on the basis of PetrSU. Scientists of Karelian Research Centre of the Russian Academy of Science and Karelian State Pedagogical Academy through the system of small enterprises implement projects for production based on nanotechnologies: new composite materials on the basis of schungite, nano-paint, nano-catalysts for smoke filters and other products.
Government of the Republic of Karelia supports innovative enterprises, arranges conditions for formation of new spheres of innovative production.
In 2010 for the first time on a competitive basis within the programs of the state support to small and medium enterprises together with the federal center financial support was rendered to 3 operating innovative companies with extending 10,5 million roubles of grants to them, and 2,5 million roubles of grants are issued to five innovative companies starting their activity.
Research works are financed from the budget of the Republic of Karelia, 2,8 million roubles in was allocated 2010 from the republican budget for these purposes. There has been held a competitive selection for performamce of works on 8 scientific research and development subjects in the interest of development of the economy of the republic and formation of innovative projects. The project of Evaluation of Plant and Animal Resources Bioresources of the White Sea Coast of Karelia as a Basis for Substantiation of Economic Efficiency of Their Use and Development of the Biotechnological Branch of the Republic of Karelia is of great importance for the economic potential of northern territories. A number of research works is related to development of new technologies: a new design of the cold plasma generator for biomedical appendices; nano-coatings on heat-resistant alloys. Several subjects are related to development of scientific rationale for acceptance of managerial decisions concerning development of a transportation logistics system, formation of stream of tourists, etc.
Government of the Republic of Karelia has signed agreements with the State Fund for the Promotion of the Development of Small Forms of Enterprises in the Scientific and Technical Sphere (The Bortnik Fund) concerning establishing its Office in Petrozavodsk and financial support of innovative projects; with the National Association for Innovations and Development of Information Technologies - for arrangement of the favorable innovative environment in the region. Even today these agreements promote involvement of federal resources to finance initiative innovative projects.
Seminars on innovative subjects were held, innovative projects were examined. The e-portal of the Government of the Republic of Karelia has the Innovation section where the core elements of innovative activity are presented.
The Government of Karelia takes measures focused on support and development of elements of the innovative structure, popularization of innovative activity, formation of innovative thinking in student, scientific and industrial spheres, support of the innovative enterprises being formed and developing. In 2010 the interdepartmental working group on coordination of work on development of innovative activity has been formed. The bill of the Republic of Karelia Concerning the State Support of the Innovative Activity in the Republic of Karelia and the Concept of the program of The State Support of Innovative Activity in the Republic of Karelia for the Period of 2011-2015 have been prepared.
Preparation of offers concerning perfection of the federal laws in the sphere of innovative activity, program documents of the North-West Federal District was conducted.
According to the Public Opinion Fund, high presence of groups of 'innovators' and 'people of the XXI century' is observed in Karelia that confirms the great innovative potential of the region.
