Of the one part, the Governor of the Republic of Karelia, Mr. Sergey Katanandov, domiciled at 19 Lenin Avenue, Petrozavodsk, Republic of Karelia, Russian Federation
Of the other part, the President of The European Region of the Year Organisation, Mr. Xavier Tudela, domiciled at Ronda Universitat, 7, Barcelona (Spain),
hereinafter referred to as the "Parties",
The former as the representative of the Government of the Republic of Karelia;
The latter as the representative of The European Region of the Year Organisation.
Both Parties mutually recognise that they are duly empowered to sign this Agreement of their free and spontaneous volition.
I - That The European Region of the Year Organisation has established and promotes the annual initiative The European Region of the Year.
II - That The Republic of Karelia has submitted its application, by the deadline and in due form, to be nominated as The European Region of the Year 2003.
III - That the Government of The Republic of Karelia is aware of the conditions and requirements necessary to obtain nomination as The European Region of the Year.
Both Parties having consented to the conditions of this Agreement, hereby formalise it subject to the following.
ONE - The International Jury which examined all the applications submitted for nomination as The European Region of the Year 2003 has decided to nominate as The European Regions of the Year 2003:
- Republic of Karelia (Russia)
- Balearic Islands (Spain)
The Jury consisted of the following persons:
Sir Albert Bore, President of the Committee of the Regions of the European Union; Leone Rizzo, Administrator of the European Parliament's Committee on Regional Policy, Transport and Tourism; Risto Koivisto, who was, until recently, President of the Chamber of the Regions of the Congress of Local and Regional Authorities of the Council of Europe; Xavier Tudela, President of the European Region of the Year Organisation.
TWO - The Government of the Republic of Karelia accepts this nomination and undertakes to develop in good faith the planned programme outlined in the application,
THREE - The nomination of the Republic of Karelia as The European Region of the Year 2003 is completely free of charge.
FOUR - The Government of the Republic of Karelia will designated a Co-ordinating Group, or something similar, for the development of The European Region of the Year 2003. The person with the highest responsibility for this body shall be the Governor of the Republic of Karelia, Mr. Sergey Katanandov.
FIVE - The body referred to in the previous paragraph shall manage resources as may be required to develop The European Region of the Year Republic of Karelia 2003. These resources may be public and/or private.
SIX -The European Region of the Year Organisation will have two representatives in the body referred to in paragraph four.
SEVEN - The European Region of the Year Organisation will cooperate with The European Region of the Year Republic of Karelia 2003, particularly, by providing general advice and also by external promotion campaigns and finding sponsors.
EIGHT - The work described in the previous paragraph shall be financed in accordance with special agreements to be concluded in compliance with the laws of each Party.
NINE - This Agreement will enter into force on its date of signature and will remain in force until 31 December 2003.
TEN - The signatories state that any dispute about the application of this Agreement will be submitted to the courts of the Republic of Karelia. The Parties hereof shall be entitled to cancel this Agreement subject to a prior 3-months notice.
The signatories approve this document and sign it in duplicate (each of them in Russian and English) for this specific purpose, in the place and on the date shown in the heading.
