A Working Meeting of Sergey Katanandov, Head of the Government of the Republic of Karelia with Pyotr Schedrovitsky, Scientific Supervisor of the Program of the Fund "Center of Strategic Development "North-West" was Held
On June 3, a working meeting of Sergey Katanandov, Head of the Government of the Republic of Karelia with Pyotr Schedrovitsky, scientific leader of the Program of the Fund "Center of strategic development "North-West" was held. The objective of the meeting was to discuss the Doctrine of the north-western regions development. The memorandum on continuation of cooperation work has been signed.
The Republic of Karelia was the first region, which had joined the development of the united strategy of the north-western regions; the agreement was signed last December. So far, the similar agreements has been signed by the heads of 9 subjects of federation. Within the frames of the General agreement, the working group has been established, led by Alexander Titov, Chairman of the Presidium of the Karelian Research Center RAS.
The Doctrine should serve the first in the package of the documents, describing the strategy of the north-western regions of Russia.
The Doctrine presents new technologies of the strategic management. The document reveals the modern context of the north-western regions being part of Russia, states the extra challenges and inner objectives, the region and the country faces. The Doctrine describes the general system of the basic principals of the regional development and determines possible trends of development.
The Doctrine is a public document, and the Fund is interested in wide discussion of the themes presented. Center of Strategic Development (CSD) "North-West" declared its openness to the dialog on regional strategy.
The objective of CSD "North-West" is not to make an autonomous program for the north-western regions and by that to separate them from other regions. Just the other way round - it is necessary to define which projects Russia may put into practice in the north-western regions, given its specificity. The Doctrine doesn't speak of the strategy of the north-western regions, rather of the Russian strategy in the north-western regions, the mission of the region in respect to the whole country.
There is lack of strategic mentality in Russia. Uncoordination of independent players (subjects of federation, large businesses, etc.), competing for the joint deficiency resource, impossibility of coordination of mutual interests in long-term perspective led to the loss of former position of Russia on the International arena and sharpened its inner regional problems. To solve these problems, we are in need of the series of the projects, integrating resources of various territories and corporations. The partnership works on the basis of mutually matching interests, objectives, resources of independent subjects. All these factors should be applied to International cooperation as well.
The unique geo-economic location of the north-western regions, their scientific and educational potential allow to use it as a pilot territory and work out the mechanisms of a partner state activities, based on cooperation among power, business, and society.
The International collaboration in Baltic and Barents regions, the partnership on the scale of the North Europe region, cooperation with the Baltic republics and Belarus, with inner parts of Russia, and working out new institutions of interrelations of business and power must become a specific mission of the north-western regions in Russia.
