The Issues of Northern European Countries Cooperation with the North-West of Russia Discussed at the Conference Held in Petrozavodsk
PETROZAVODSK, June 16 /The ITAR-TASS corr. Vladimir Zlobin/. The conference "Cooperation of the Northern countries and North-West of Russia", held June 15-16 in Petrozavodsk, has been focused on the issues of ecological security, drug addiction, healthy style of life. It was organized by the Northern Council - the interparliamental association of the North European countries, the State Duma of Federal Assembly RF and the Government of the Republic of Karelia. The representatives of Russia, Finland, Sweden, and Norway have participated in it.
Artur Chilingarov, Vice-speaker of the State Duma, put forward a proposal to accept Russia in the Northern Council as a plenipotentionary member. The proposal was motivated not only by the geographical location of the European part of the country, but also by common objectives in economy, ecology, tourism. But the Russian party was not given a final decision.
The issues of legislative and administrative potentials for investment to Russian economy were one of the most important. The representatives of the Northern Council consider the investment climate of Russia is unfavorable for large investments. They pointed out that large investments might be possible only after setting up such a legislative system that financial risks would be minimized.
