On November, 3-4 in the Republic of Karelia exit session of the National organizing committee on realization international decade of the radical nations of the world in the Russian Federation declared by the United Nations in 1995 was held.
On October, 3 for visitors from Moscow, Leningrad, Vologda and Murmansk regions a trip to Veps national volost was organized. They have visited Interkamen enterprise in the village of Rybreka on and Veps ethnographic museum in the village of Sheltozero.
The Head of the Republic Sergey Katanandov has welcomed participants of the plenary session on October, 4. The deputy of the State Duma Committee of the Russian Federation on problems of North and Far East Valentina Pivnenko, heads of federal ministries and departments, Karelian legislators, representatives of regional public organizations, and scientists have taken part in the session.
The chairman of National organizing committee, the Minister of the Russian Federation Vladimir Zorin supervising problems of interaction of the ministries and departments in implementing state national politics in the federal government has highly evaluated preparation of work of the organizing committee in Petrozavodsk and has expressed gratitude to a republican society of Veps culture (headed by Zinaida Strogalshchikova) and the State Committee RK on National Policy as initiators and organizers of realization of the action.
The event was devoted to radical small people of Veps, problems of their ability to live, preservation of their native culture and language. According to preliminary data of the last population census, in Russia ther live 8,3 thousand of Veps, that makes one third in comparison with the data of the population census of 1989. The most part of the Veps people lives in the Republic of Karelia where, according to Minister V.Zorin, a lot of attention is paid to radical small peoples and where there exists a good experience of solution of national problems. Representatives of Leningrad and Vologda regions possessing places of compact Veps residing actively took part in the session and have agreed with it. According to those who spoke on behalf of these regions, Leningrad and Vologda regions can adopt the experience of Veps from Karelia who manage to cooperate with the Government to organize studying of Veps language at schools (now Veps language is studied in three schools of the republic), publication of manuals and books on Veps language, widely known beyond the bounds of the Republic of Karelia Veps newspaper of Kodima, and also Veps radio- and TV broadcasting.
At the session matters of principle on execution of the Law of the Russian Federation On Guarantees of Rights to Radical Small Peoples of the Russian Federation were raised. Thus, according to the law, representatives of radical small peoples of Russia (according to last population census there are 60 such peoples) have the right of alternative military service. Although, it is impossible to prove national identity of the person officially as it is not stated in the new Russian passports. Contradictions in the federal legislation were marked by participants of the session on number of other items as well, in particular, on national education.
The project of the decision offerring the whole complex of measures on social, economic, and cultural development of Veps territories was accepted at the session. In particular, it says about necessity to join efforts of subjects of the federation in solution of problems of complex development of territories of traditional and compact residing of Veps. It was desided to enter into the Agreement on Cooperation between state bodies and institutions of local government of Leningrad and Vologda regions and the Republic of Karelia in the sphere of employment, social protection, health services of the population, national personnel training, etc. The bodies of governments of the regions are offered to develop and accept regional programs on social, economic and cultural development of territories of traditional residing of Veps in 2004-2005. With a view of joining efforts of community and the state it was desided to create Veps Federal National and Cultural Autonomy. Work on its creation is already begun by Karelian Veps.
