Working trip of Ilya Klebanov, the Plenipotentiary of the President of the Russian Federation in the Northwest federal district (January 22, 2004)

Today in the morning the Plenipotentiary of the President of the Russian Federation in Northwest Federal District Ilya Klebanov has arrived to Petrozavodsk. At the airport the Plenipotentiary of the President was greeted by the Head of the Republic of Karelia Sergey Katanandov, the Main federal inspector in the Republic of Karelia of the apparatus of the Plenipotentiary in NWFD Valentin Shmykov, member of the Council of Federation from the Republic of Karelia Vladimir Feodorov, the deputy of the State Duma of the Russian Federation from Karelia Valentina Pivnenko, the head of self-government of Petrozavodsk Victor Masliakov and others.

It is Ilya Klebanov's first visit as of the Plenipotentiary of the President. Before he has visited Karelia as the Minister of Industry, Science and Technology in April of 2002 during preparation of Northwest region for the IVth International Timber Industry Forum. Then, except for discussion of the state of the timber industry complex of the region together with the Plenipotentiary of the President in NWFD Victor Cherkesovym he has taken part in the joint session of the Board of guardians of Petrozavodsk State University, the Learned Council of the higher educational institution and in the faculties' councils during which priority trends of development of the largest educational and scientific center of the republic were discussed.

Speaking about the purpose of this visit to the republic, Ilya Klebanov has noted necessity of very serious studying of aspects of formation and estimation of intermediate-term programs of social and economic development within the framework of the program of increase of total product of the country together with regions. The intention "to watch together with the authorities of the republics the preparation for forthcoming presidential election" the Plenipotentiary of the President has called his second task. "It is a very important key moment for Russia," - Ilya Klebanov has told, - "elections to the State Duma have just passed, and their organization was quite good. Therefore, we want both preparation, and presidential elections of the Russian Federation to be organized and pass the same good way, and attendance to be greater, as people should understand their responsibility for the choice they make for the next four years."

Stating his opinion of the social and economic situation in the republic, Ilya Klebanov has told, that "due to different reasons, objective and subjective, Karelia remains the republic receiving subsidies, yet. Therefore, it is an essentially important task to start to reduce systematical subsidies and make the region self-sufficient. Karelia is not the worst region in the district on this parameter, though it is not among advanced on the rate of development in 2003. This should be analyzed attentively," he has noted.

Then the Plenipotentiary of the President has visited the new building of Petrozavodsk State University. He also plans on visiting Kondopoga Open Society. "The plant is considered one of the best in the country, and it can develop and is further," - Ilya Klebanov has told, - "On many parameters the enterprise has now almoust achieved limits of its opportunities. Therefore, it is necessary to improve the legislation and customs tariff system to help such enterprises to go further in their development."
