On January 18, 2005 Petrozavodsk expects the visit of the Minister for Foreign Affairs of Russia Sergey Lavrov tothe capital of Karelia. His arrival is related to the conference Frontier Cooperation of Russian and Foreign Nongovernmental Organizations of the Northwest of the Russian Federation organized by the Council of nongovernmental organizations at the Chairman of the Legislative Assembly of the RK with assistance of the Ministry for Foreign Affairs of the Russian Federation and the Council of nongovernmental organizations at Inter-Parliamentary Group of the Federal Assembly of the Russian Federation to be held in the Legislative Assembly of the Republic of Karelia.
The initiative of the Chairman of the Legislative Assembley of the Republic of Karelia, Chairman of the Parliamentary Association of the Northwest of Russia Nikolay Levin about holding the conference has been maintained by the head of the foreign policy department of Russia Sergey Lavrov and the Chairman of the Council of Nongovernmental Organizations at Inter-Parliamentary Group of Federal Assembly of the Russian Federation Gennady Seleznyov who will take part in the work of this forum. Besides the Chairman of the Government of the Republic of Karelia of Pavel Chernov, the Head of the Russian Foreign Center at the Ministry for Foreign Affairs of the Russian Federation Eleonora Mitrofanova, representatives of frontier regions of the Northwest of Russia, scientists, heads of public organizations, republican and municipal authorities will perform their reports at the forum.
The fact the Chairman of the Committee on Problems of the North and the Far East of the State Duma Valentina Pivnenko, the member of the Committee on International Affairs of the Council of the Federation Vasily Likhachyov, the Vice-President of the Chamber of Commerce and Industry of the Russian Federation Sergey Katyrin, the director of the Institute of Europe of the Russian Academy of Scienc, Academician Nikolay Shmelyov, the Vice-President of the National Investment Council of the Russian Federation Sergey Shakin and others plan to take part in the conference are the evidence of the great interest shown in it.
The conference participants of are going to analyse the gained operational experience of Nongovernmental Organizations in the sphere of frontier cooperation and to evaluate efficiency of frontier cooperation projects launched in 2003-2005 with participation of Nongovernmental Organizations; to define priority directions of activity of Nongovernmental Organizations within the framework of frontier cooperation in the nearest and intermediate term prospect (till 2010); to analyse existing normative-legal base on aspects of frontier cooperation including tasks related to participation of Nongovernmental Organizations in this process as well as to accomplish public examination of the Federal law project On Frontier Cooperation in the Russian Federation.
On results of the conference recommendations for all levels of authority and local self-government will be made aiming to increase the role of Nongovernmental Organizations in frontier cooperation as the important factor for international cooperation development, and possible forms of cooperation of Russian Nongovernmental Organizations and the Ministry of Foreign Affairs of the Russian Federation with the purpose of further developmentof frontier cooperation of regions of Russia will be defined.
