About one third of subjects of the Russian Federation, federal enforcement authorities and many leading scientific institutes of the country have sent their representatives to Karelia. Opening the conference the First Assistant to the Plenipotentiary of the President of Russia in the Northwest Federal District Lubov Sovershayeva has paid attention to this circumstance of integrated approach of consideration of the problem major for the country and urgency of its discussion.
- The conference subject is today especially important also due to the fact that it is held on the eve of the introduction of Federal laws reforming formation of federal, regional and municipal authorities in the state, - she has emphasized.
Welcoming the conference participants, Lubov Sovershayeva has pointed out that participation of the Northwest District and Karelia in financial and economic life of the country is quite obvious, and in some spheres, in particular, in perfection of budgetary policy, it is one step ahead.
In his greeting the Head of the Republic of Karelia Sergey Katanandov has pointed out that for the fifth time the leading financiers of regions and the federal center, experts have gathered for a serious discussion of essential problems of budgetary reforming. It is very important, he has noted, that it is traditionally held not for a small group of people, but involves legislators, scientists, representatives of municipalities and the public. In Sergey Katanandov's opinion, this circumstance becomes the mortgage of success of the forthcoming work.
