The Head of Karelia Sergey Katanandov has a held joint session of the Council of the republic and the regional Coordination Council on realization of national projects

On December, 21st the Head of Kareliyas Sergey Katanandov has held a joint session of the Council of the republic and the Coordination Council on implementation of priority national projects in the region. Under the decision of the Council within the next few months the Government of Karelia will render organizational and methodical assistance to institutions of local government in development of actions for implementation of national projects in municipal formations of the republic, and also in necessary updating of municipal programs. This work should be done by February, 1st of the next year. The national projects' implementation expenses will be taking into account at fixing local budgets for 2006. In each district of Karelia special working groups for the national projects' implementation will be created.

Members of the Council of the republic are heads of cities and districts of Karelia; they have expressed opinion that the stable position of the region today allows to count on success of national projects in the republic in case a due level of coordination of joint actions is provided, active cooperation of the authority with the private sector is achieved, and also if the citizens of Karelia support the initiatives.

In turn, the Head of the Republic Sergey Katanandov has declared: "We are able to implement national projects, but I should warn institutions of local government against an idea, that initiatives of the President are reduced to increase in financing. It will take place, indeed, but we'll have to present specific results, instead of percentage of development of funds. Therefore, a possibility that municipalities receive federal money for priority national projects, and do not involve own means in development of education, public health services, agriculture, and construction of habitation and spend it on solution of other essential problems is out of the question. It should not be so."

Sergey Katanandov has also informed, that he intends to supervise implementation of projects Health, Education and The Agroindustrial Complex Development in the republic personally. The Head of Karelia has charged the Prime Minister of the Government of Karelia Pavel Chernov to supervise the Project Affordable and Comfortable Habitation. At that, Sergey Katanandov has emphasized, that each of mayors will bear personal responsibility for realization of national projects in their districts. General directions of this work in the territory of the republic were characterized by ministers of the Government of Karelia in their reports.

According to the Minister of Agriculture, Fish Industry and Food of Karelia Vladimir Sobinsky, the regional project of the agroindustrial complex development assumes subsidizing credit interest rates for development of cattle breeding, farms; development of equipment and pedigree cattle leasing; the initiative on cancelling of cattle breeding equipment import duties, and also the initiative on optimization of meat allocation and import duties. In the ministry they consider, that by 2008 these measures will allow Karelia to increase dairy farming by 10%, meat production by 8.7%. Also there will be created 22 agricultural credit cooperative societies, 13 processing complexes, 4 storage and marketing structures. The estimated cost of actions within the framework of implementation of the national project in the territory of Karelia makes 705 million roubles, including 453,6 million roubles of the investment credit of the Russian Agriculture Bank Open Society, 130 million roubles of means of the federal leasing, 95,4 million roubles of means of the budget of the Republic of Karelia, and 27,6 million roubles of own means of enterprises.

The Minister of Education of Karelia Galina Razbivnaya has reported on development of the Network plan of implementation of the national project Education in the republic. Working groups for definition of criteria of competitive selection and estimation of efficiency of the initiatives aimed at solution of the national project's tasks are already created. Together with municipal education controls necessary organizational and information work in pedagogical collectives of republic carried out. Offers on increase in additional payments to those teachers of secondary schools that are form-masters by the sum of regional coefficient and the sum of "northern" rated increase, and a number of offers which also concern federal grants for connection of comprehensive schools to the Internet have been sent to the Ministry of Education and Science of Russia. Implementation of the Network plan assumes allocation of 14 million roubles from the federal budget for grants to schools of the republic, and also granting 100-thousand-rouble premiums to the 47 most talented teachers of Karelia, continuation of setting computers at schools and financial support of young leaders.

As the First Deputy Minister of Health, Social Development and Sports of Karelia Ervand Khishidyan has told, three basic directions of implementation of the national project Health are planned for the republic. The first one is development of primary medical aid; it includes monetary payments to general practitioners, and also district therapists and pediatrists, equipping out-patient-polyclinic establishments with diagnostic facilities and purchase of ambulances. The second direction is preventive actions; it means immunization of the citizens of Karelia, inspection of newborn children and carrying out of prophylactic medical examination of the working population. Within the framework of the third direction quadruple growth of volumes of rendering hi-tech medical aid to the citizens of Karelia is planned by 2008. Implementation of proposals of the Head of Karelia, started at the recent republican congress of medical workers will proceed as well: 10 ambulance stations will be constructed in the remote settlements of the republic, construction and reconstruction of several regional hospitals will come to the end, there will be new kinds of material encouragement of physicians. Implementation expenses of the planned actions are value at 1 billion 432 million roubles.

As the Minister of Construction of the republic Valery Momotov has informed, within the framework of implementation of the national project Affordable and Comfortable Habitation an interdepartmental group on updating the Dwelling republican target program is created in the Ministry. Simultaneous updating of the republican program of hypothecary housing crediting and work with banks concerning attraction of financial resources to housing construction is carried out. Republican headquarters on construction of habitation will be also created in Karelia; heads of local self-governments of cities and districts of the republic will work there. Administrations of cities and districts are offered to develop schemes of territorial planning and general plans of municipal formations, to prepare documents for auctions on distribution of the ground areas for housing construction, and also to inventory and define schemes of development of existing engineering infrastructure services. Growth of volumes of housing construction will serve the basic criterion of estimation of realization of the national project in Karelia. A planned figure for 2006 makes 120 thousand sq.m. The further annual growth by 5-10% will allow to come off to the level of 165 thousand sq.m. by 2010.

In conclusion the Head of Karelia has charged to the Government of the republic together with institutions of local government to inform the citizens of Karelia widely on the course of implementation of national projects.
