Public sitting of the Government of Karelia

The public sitting of the Government of Karelia was held in the Karelian State Philarmonic Society on March 10 and has gathered more than four hundred representatives of all districts of the republic: members of the Government of the RK, deputies of the Legislative Assembley, heads of local self governments, directors of enterprises, businessmen, representatives of trade unions, public organizations, students.

This session became a result of a big work of the Government lead within the last three months when representatives of executive authority went to districts, met with heads of regions, labour collectives, reported about their work. Sectional meetings passed in Pitkäranta, Medvezhiegorsk, Byelomorsk, in Prionezhsky district. Important and serious conversation on work of the Government in the last four years, cooperation with local authorities, social and economic development of districts was carried on there. Conclusions made at sectional meetings have been summarized at the public sitting of the Government.

The Prime Minister of Government of the RK Pavel Chernov has reported on results of work of the Government of the Republic of Karelia on social and economic development of the republic in 2002-2005. The report discribed characteristics of economic parameters, the main actions of the Government have been assessed. "Priorities have been defined correctly," Pavel Chernov has noted. Growth of industrial production and total regional product in 4 years have made 136% and 123% accordingly. Investments into a fixed capital within the past four years were doubled. Positive dynamics is observed in increase of the standard of living of the population, increase of salaries, and performance of social programs.

Ten people participated in discussion on the report. There were critical remarks and offers mentioned, general problems without which decision further progression is impossible have been stated.

One of these propblems was stated by Anatoly Shishkin, Director of institute of economics of the Karelian Research Center of the Russian Academy of Science. At first sight, his thesis was paradoxically. Rates of growth of economic and social parameters in Karelia advance parameters across Russia as a whole and many Russian regions. Many of the actions developed in the Concept of social and economic development till 2010 were executed in the republic almost four years ahead of time. It is always hard to be the best, there always occur additional problems. It forces us, Anatoly Shishkin considers, to predict the future of Karelia not only up to 2015 or 2020, but up to 2025. He is convinced, that without development of bases of a civil society it will be impossible to develop business and industry, to change the standard of living qualitatively.

The Chairman of Association of Organizations of trade unions in the RK Gennady Grishunin spoke about forming new mutual relations of directors of enterprises and representatives of the trade-union organizations. On the eve of the sitting he has returned from Segezha where, as he said, there proceeds labour dispute between administrations of Segezha Pulp and Paper Mill, Inc., and the labour collective which interests are represented by trade union. Disagreements concern wages, which rates of growth at the enterprise are lately lower than on the branch as a whole. "It is time for directors of enterprises to stop considering trade unions as applicants, - Gennady Grishunin has noticed. - Trade unions possess equal rights of participants of the dialogue defending the rights and interests of employees. While the society accepts psychology of aversion of the position of trade unions, and while interests of workers creating material benefits are trampled, we shall not achieve much."

Civilized solution of problems in the sphere of labour relations, skills of the authorities, business, and trade unions to reach mutual agreements, what Gennady Grishunin has pointed out, is an element of a civil society.

In the modern world there is also one more concept describing development of civilization, which is information society. The Vice Rector of PetrSU on Informatization Natalya Ruzanova and the Director of the National Library of the RK Irina Dobrynina spoke about readiness of Karelia to enter it. On a degree of readiness of regions to large-scale use of information and communication technologies (ICT) for break in development of their territories Karelia is among the first ten subjects of the federation. Our libraries are incorporated in a uniform corporate network (its creation will be concluded this year) which catalogues today are used by 500 Russian cities.

Considering development of Internet, the Head of self-government of Kostomuksha Mikhail Yurinov has offered to hold "e-meetings" with members of the Government and representatives of local self-governments. In his opinion, it is much more effective than transport expenditure and daily allowances of employees of various ministries during their business trips to remote districts. Natalia Ruzanova has supported this initiative, having noted that the Head of the RK Sergey Katanandov already held two Internet conferences with citizens of the republic.

Of course, the conversation at this session concerned prospects. Although, Sergey Katanandov, speaking in conclusion of the sitting, has returned to the present in day, having defined the main tasks of 2006.

First, to continue reconstruction and putting into operation objects that now are under construction. Secondly, to change the state of affairs in the timber complex radically, which was not possible last years. "This year should become a turning-point," - the Head of the RK emphasized. Thirdly, it is necessary to force housing construction, as in the Northwest Karelia is among lagging regions. Fourthly, to continue creation of new workplaces, to allow no growth of unemployment, especially in the most problem districts of Kalevala, Louhi, Byelomorsk, Pudozh. Fifthly, to be in earnest about implementation of national priority projects in the republic. Speaking about political life in Karelia, Sergey Katanandov has paid attention to necessity of strengthening of the vertical of authority at openness of all its levels, on strengthening of authority of local government.

Distinctive feature of both sectional meetings in districts where the Government reported about results of its work, and of the public sitting of the Government of the was awarding many labour collectives with memorable diplomas of the Government on results of work in the past four years and 2005.

Among those to whom participants of the meeting applauded, there were labour collectives of Petrozavodskmash Joint-Stock Company, Karelstroymekhanizatsiya Joint-Stock Company, Byelye Kluchi Sanatorium Open Society, hospital of war veterans, the State National Theatre of the RK, Karelsky Okatysh (Karelian Iron-Ore Pellets) Open Society, Kondopoga Open Society, Wärtsilä Hardware Plant Joint-Stock Company, Pindushi Palace of Children's Creativity, Reboly secondary school, Volomsky Complex Timber Enterprise Open Society, Pitkäranta Central District Hospital, Karelia Wood Chipboard Open Society and many other enterprises.
