Session of the State Council of Russia devoted to the education system reform passed in Moscow on March, 24. The State Council addresses to this thopic for the second time in five years. On behalf of the President the Head of Karelia has again headed working group of the State Council which tried to estimate modern condition of domestic education system and generate a system of measures for uniform national strategy of innovative development of Russian education.
Sergey Katanandov key-noted at the State Council session having considered and generalized offers of federal and regional departments, union of employers, scientific and pedagogical public.
In his paper the Head of Karelia mentioned that modernizations of education in 2001-2005 has allowed to overcome a number of crisis phenomena of 90s years. At the same time much of conceived has not been implemented. It wss caused by inefficient methods and insufficient attention to the system of education. For example, reforms had no effect for teachers yet; besides, "… no systems for labour market forecasting were created, there were no standards for vocational training, problem in modernization of initial and secondary education were not solved. As a result, only one percent of the world educational market falls on Russia today," - Sergey Katanandov emphasized. In view of these facts the Head of Karelia has suggested Russian universities to open branches abroad, especially in the states with the large Russian-speaking communities, to invite experts to work, and first of all those Russians who moved abroad earlier.
As it was pointed out in the report, the today's condition of education predetermines necessity to fulfill tasks proposed erlier by 2010, and on the other hand, it sets more arrogant purposes: entering new horizons of innovative development of domestic education and maintenance of its competitiveness at the international level.
In total educational system of the country concern 35 million Russians, those who learn and teach. Now there are over 300 students per 10 thousand people of the population of the country. It is one of the highest parameters in the world.
For Education national project implementation in the nearest two years it is planned to allocate 55,8 billion roubles. No less than 6 thousand best schools and 30 advanced universities will receive the state support. For computerization and providing access of schools to Internet it is allotted about 7,8 billion roubles. 900 thousand teachers will receive extra fees. For formation of a national network of universities and business-schools it will be allocated about 9 billion roubles.
Sergey Katanandov considers problems of developing measures for improvement of quality of preparation of the pedagogical staff, improvement of the system of employment of graduates of pedagogical institutes of higher education, including granting scholarships and establishing privileges for habitation acquisition as priority.
In particular, the state is offered to support development of material and technical basis of establishments of initial and secondary vocational training, and also to establish extra fees for teachers and masters of inservice training.
In his speech for the State Council Vladimir Putin approved conclusions and offers of the working group and has recognized, that "radical modernization of the educational branch has not occured yet." In his opinion: "…possessing serious competitive advantages in education, today Russiais is obliged to use them with benefit. We should work precisely at all levels of authoritis in close partnership with a society," - the President of Russia has told.
Vladimir Putin has defined stage-by-stage priorities of development and modernization of domestic education:
- fivefold growth of financing of education in 5 years;
- education should be accessible and qualitative;
- introduction of "norm-per-capita" financings;
- money should reach every pupil or student;
- maintenance of free-of-charge school education;
- orientation of vocational training to inquiries of business;
- escalating of export of Russian educational services;
- allocation of additional 20 billion oubles for support of the best institutes of higher education;
- removal of restrictions for students from the CIS entering institutes of higher education of the Russian Federation;
- discussing problems of preschool education separately;
- consider system problems of education at the meeting of the Big Eight in S.Peterburge scheduled for July, 15-17.
In conclusion the head of the state has noted, that today's session of the State Council is "…only a stage in the system big work. From federal and regional authorities I expect harmonious and effective work. Education is one of the major priorities of work of the state."
According to Vladimir Putin, "the working group has done a tremendous work, and offers of governors will make a basis of the plan of practical actions."
On results of session of the State Council of Russia assignments to the Government of the Russian Federation will be formulated.
