In the Ministry of Forestry of the republic there passed a meeting on preparation of Forestry Plan of Karelia. Experts of the Ministry, loging companies and scientists who developed the documen thave taken part in discussion of the issue.
As the Deputy Minister of Forestry of the republic Sergey Sharlaev noted in his statement, Forestry Plan of Karelia is a very important document which should define development of logging, recreational and tourist branches of the republic for many years ahead. - In spite of the fact that development of the Forestry Plan was conducted at absence of some normative documents, information base and operational experience in such direction, - Sergey Sharlaev has noted, - nevertheless, the basic job is completed.
Now experts bring corrective amendments in the Forestry Plan, after that it will be submitted for consideration and coordination in the Federal Forestry Agency of Russia, and then for approval to the Head of the Republic.
Forestry Plan through to 2018 is developed by the Rosgiproles Russian design and survey institute on projecting of forestry enterprises and nature protection objects under direction of Yury Romashov. The group of experts of PetrSU under direction of professor Ilya Shegelman also participated in this work.
As it is noted in the Forestry Plan, balanced development of forest resources of Karelia and wood-working capacities of the region will play a key role for achievement of great purposes. In this connection Forestry Plan considers two complementary scripts of development.
Under the first script called normative, increase of economic efficiency of the Timber Industry Complex (TIC) of the republic is provided within the scope of developed structure of forest exploitation. This script of the Forestry Plan assumes intensification of forest exploitation and in 2011 achievement of development of 96 percents of technically accessible cutting area at the rate of 5,6 million cubic metres and no less than 2,1 million cubic metres of logging through improving cutings.
It is provided, that demand for wood raw material by TIC enterprises of the republic will increase and will make 10,1 million cubic metres by 2013 and 12,3 million cubic metres by 2018. The gain of capacities on deep processing of wood by 2018 should provide increase of the degree of using loopings and processing waste, which will make up to 1, 4 million cubic metres.
Restoration of forest resources annually should make no less than 36 thousand hectares, including creation of wood cultures on the area of 13 thousand hectares. Carrying out of recreational activity on the forestry fund lands is planned to be increased up to 58 thousand hectares. For this purpose according to the General scheme of location of objects and tourist infrastructure, participation of the republican budget in financing of project works for creation of tourist and recreation centers is planned.
The second script designated as structural, provides transition to new structure of forest exploitation and achievement of its strategic stability. In the next 20-25 years it is necessary to generate new structure of afforestation for maintenance of complex and economically steady development of TIC in Karelia.
Active development of overaged forest and cutting of trees drying out after bleeding for maintenance of current needs of the wood-working industry is planned. At planning of cutting overaged forest special attention is paid to actions on preservation of biodiversity.
It is marked, that in 2011 revision of allowable cut is necessary. Due to accumulation of overaged forest in Päozero, Kalevala, Kostomuksha, Pudozh and Ladva forest areas, it is necessary to establish the cutting amount on maturity - condition there. At that, size of the cutting area since 2011, as it is noted in the Plan, is to make 8224,0 thousand cubic metres.
By 2013 it is necessary to actualize allowable cut due to completing new forestry management by 50% of the forestry fund territory and acceptance of regional rules of cutting considering specificity of forest protection.
Implementation of the structure script will allow to provide steady resource base by 2018 at a rate of 13738,3 thousand cubic metres, that will provide 80 percent of internal demand for timber. At that, volume of logging will almost achieve the level of its general annual growth.
According to the Forestry Plan for economically justified output on this level development of timber industry complex of the republic should follow deep processing and complex use of forest resources, involving low-commercial timber, waste of timber cutting and wood-working, development of bio-energetics. Synchronization of the republican program of road construction with planned volumes of forest exploitation and increasing the share of constantly operating forest exploitation roads is a strategic condition of realization of the second script. For this purpose by 2018 the Plan stipulates creation of a network of haulage roads and roads of general use with density up to 10 km per 1000 hectares, and up to 15 km per 1000 hectares in areas of intensive forest exploitation, as well as introduction of advanced resource-saving technologies of logging.
Developers of the Forestry Plan note, that implementation of the second script is possible only within the framework of mechanisms of government-private partnership and in view of solution of both economic, and, first of all, social tasks, in the forestry, and in the republic as a whole.
This script in the Forestry Plan is perspective to which more detailed estimation we will return in 2010 after formation of new attitudes in forestry due to implementation of the new Forest Code of the Russian Federation and related legislation.
To achieve goals stipulated by the Forestry Plan Programs programs are implemented and developed in the republic, providing specification of tasks stated in the TIC development strategy, as well as terms of achievement of goals, resource maintenance and social and economic mechanisms. Among these programs there are General scheme of location of objects and tourist infrastructure, Reproduction of forest in territory of forest fund lands of the RK, Preservation of the genofund of unique Karelian birch and reproduction of its resources in territory of the RK, Development of transport infrastructure of TIC, Modelling forest of Karelia, Formation of optimum structure of afforestation in Karelia - preventive maintenance and suppression of forest fires, Ancient woodland of the RK, Biopower resources of Karelia, Berries of Karelia.
In 2007 in Karelia on the basis of 28 timber enterprises there had been created 11 central forest areas which include 153 local forest areas. Forestry Plan provides allocation of 5 forest economy areas on vegetative and economic conditions - Byelomorsk (White sea), Kalevala, Prigranichny (Frontier), Ladoga and Onego.
The Forestry Plan provides characteristic of condition of the forest in the republic, basic directions of use, protection, defence and reproduction of forest, priorities according to ways of using forest fund lands. Besides, it contains estimation of economic efficiency of logging and wood-working enterprises of TIC of the republic.
