In recent years Karelia has established partner relations with many regions of the country. Cooperation in various spheres of life is developing in the most active way with Moscow and St.Petersburg, as well as with the nearest neighbours - Vologda, Murmansk, and Leningrad areas.
Last December Government of the republic and Moscow have prolonged the Agreement on trade, economic, scientific, technical and cultural cooperation. The protocol on joint actions for 2008-2011 on realization of this document has been signed.
As for the economy, muscovites are very interested in our bowels. 60-80 cubic metre of commodity blocks is delivered monthly to Moscow stone-working enterprise from the Kalguvara granite deposit in Louhi region. In Pitkärana region on the Syskyjänsaari site stipping of faces is caried out, in the fourth quarter of this year mining-capital works with fair extraction of granite blocks are planned here. Project of industrial development of the site of bowels on Bochilovsky-1 granite deposit . After reception of examination works on industrial development of a deposit due to financing from the budget of capital will begin is undergoing state expert review in Pudozh region.
MKK-Holding Company acts as a customer of development of the Nyrin-Sari-2 deposit. Since December, 2006 in development of the deposit has been invested 87,2 million roubles, including 19,2 million this year. Now the subcontractor Pitkärana construction directorate is carrying out corresponding spadework, equipment and mechanisms is delivered there for overburden mining.
Government of the capital gives Karelia regulatory legal base concerning housing and communal services, information exchange concerning price and tariff policy on services of this branch is held.
This February cooperation agreement between Government of the republic and Malaya Energetika (small-scale power generation) (Moscow) was concluded within which framework a number of actions has already been performed. Reconstruction of a boiler-house in the settlement of Kaalamo of Sortavala municipal region with translation to burning of local kinds of fuel is completed, investment project of a boiler-house construction in the settlement of Helylä is realized in the same region. Since February 2008 investment projects on construction of boiler-houses intended for work on local kinds of fuel in settlements of Porosozero and Kalevala of Suojärvi region are realized. Implementation of the investment project on reconstruction of heat supply system of Pudozh is being negotiated.
This spring businessmen and representatives of the department of town-planning policy, development and reconstruction of Moscow visited Karelia to establish cooperation in the sphere of building, studying of investment potential of republic. During the visit presentation of our investment projects has been organized and a meeting was held where offers on specific investment projects in territory of the republic have been considered. These are objects of tourism and its infrastructure, social and housing purpose and objects in Kondopoga. Specific proposals on participation of investors from Moscow in realization of investment projects will be presented in the capital at the meeting with he delegation of the Government of the RK and representatives of business.
One of priority spheres of cooperation with the Committee on Tourism of Moscow within the scope of Coordination Council on travel industry development Regions of Russia - Moscow Agreement is teamwork on information and advertising promotion of tourist potential of our republic on the Russian and international markets of tourist services. Under the initiative of the Ministry of Economic development the Committee on Tourism of Moscow has rendered information and financial support to the republic in preparation and carrying out inter-regional meeting Development of Active Kinds of Tourism in Regions of Russia: Practice, Problems, Prospects this February in Petrozavodsk and shooting of the second film about tourist potential of Karelia. The film has been shown on TVC telechannel in the Travellers' Club program.
At the Intourmarket third international tourist exhibition this March in Moscow Karelia has been presented by a 40-square-meters collective stand. The next was another international exhibition Travel and Tourism (MITT). Ministry of Economic Development organized the uniform stand of the Republic of Karelia.
Commodity circulation between Karelia and St.Petersburg tends to stable growth. St.Petersburg is the largest consumer of production of Karelian manufacturers. On its share there falls about 60 percent of all paper exported toregions of Russia, 65 percent of saw-timber, 16 of road metal, 25 of furniture, 80 of distillery products, 90 of canned fish and 39 percent of flour.
Except for trade, citizens of St.Petersburg, as well as muscovites, are interested in minerals. Raikonkoski metal road producing quarry started working in Suojärvi region last autumn. The volume of investments of the St.Petersburg company in the project of the metal road producing quarry development has made about $5 million. A quarry on Alkho deposit which capacity makes 1 million cubic metres of metal road a year is being developed in Lahdenpohja region. The amount of investments within the project makes 410 million roubles.
Industria M company constructs quarries in Pitkärana region. Another company intends to invest about 1 billion roubles in development of the Udachnoe deposit in Lahdenpohja region with construction of a processing complex which productivity is expected to make 2 million cubic metres of high-strength granite metal road a year.
State Committee of the RK on Energy and Rate Management has developed and concluded the Cooperation agreement with the Nord-Gidro Joint-Stock Company in the field of electric power industry. Within the scope of this arrangement by 2015 the St.Petersburg company intends to commission objects of hydrogeneration by the general capacity of 100 megawatt in territory of Karelia. Total volume of investments will make 4 billion 455 million roubles.
Cooperation with the northern capital goes in the sphere of tourism, public health services, culture, youth policy and sports, interethnic relations, protection of order. For example, speaking of public health services in the first six monthes of this year more than 130 Karelian doctors improved their professional skills including primary specialization, in leading medical educational establishments of St.Petersburg. Within this period in institutions of public health services of the northern capital 184 citizens of our republic received hi-tech kinds of medical aid, of them 11 children were sent for receiving operative cardiac surgery aid for trating congenital heart disorders. Experts of the territorial center of disaster medicine have delivered eight citizens of Karelia to the leading medical establishments of St.Petersburg for rendering them specialized first aid.
Leningrad region is not less interesting to Karelia. This mutual aspiration to cooperation is supported by corresponding Agreement between Governments of the two regions. The most active cooperation in delivering equipment to Leningrad region is carried out by Petrozavodskmash and Onego Tractor Plant. Production in the neighbouring region is delivered by Karelian enterprises of fish branch.
Work with Energobalans company on realization of projects in the field of housing and communal services proceeds. Reconstruction of a boiler-house in the settlement of Essoila of Pryazha reion with its translation to burning of local kinds of fuel is supposed. With the purpose of maintaining with guaranteed raw fuel base for realization of this investment project due to means of the address investment program of the republic this year preparation and commissioning of the 60-hectare Agven-Suo peat deposit is provided.
Besides, the same company from St.Petersburg plans to construct a boiler-house in the village Veshkelitsa of Suojärvi region. It will also use local kinds of fuel.
Neighbours from Vologda region receive from Karelia production of machine building industry (tractors and spare parts to paper-making equipment), road-metal, cardboard, paper, fodder fiber and insignificant quantity of furniture.
Processing and, first of all, pulp-and-paper enterprises of the republic receive some raw timber from other regions, including Vologda region. Thus, annual deliveries of fur-tree balances to Kondopoga, Inc., from Vologda region make a significant part of raw material processed by the enterprise.
