August 9 is the International Day of the World's Indigenous People. It has been established in 1994 by the General Assembly of the United Nations Organization. International legal certificates protect the rights of national minorities, including, right to self-determination regarding prospects of the life-support environment preservation, preservation of traditional way of life, territories of traditional residing and nature management, organization of communities, language, culture, religion. These, as well as other rights of the modern person (to life, work, education, access to mass-media), are stated in the Declaration of the United Nations On the Rights of Indigenous People.
Under the offer of the General Assembly of the United Nations 1995-2004 have been declared the First Decade of Indigenous People of the World. The purpose of this step is to draw attention to the situation and problems of ability to live of radical people of the world. By positive results of activity of the world community during the First Decade, the General Assembly of the United Nations has declared the beginning of the Second Decade of Indigenous People of the World. During this period it is necessary to pay steadfast attention to protection of the rights of radical people, improvement of their life-support environment, aspects of land tenure and subsurface management, livelihood, as well as preservation and development of languages and cultures. Ethnocultural variety of the world community is a pledge of stable development of democracy in the world.
In Karelia significant attention is paid to issues of development and solution of problems of ability to live of radical people: the republican law On Government Support to Karelian, Veppsian and Finnish Languages and its tool - regional target program hase been passed and implemented, language construction of Karelian and Veppsian languages that have recently acquired written forms is conducted actively. Native languages are used in the sphere of education, culture, mass-media, administrative activity. Environment for Karelian and Veppsian languages is being created.
The state makes efforts on preservation of Karelians and Veppsians as original ethnoses of the world community, introducing in life system of measures in the field of demography, public health services, education, social and economic development of territories of their traditional residing. Karelia continues improving normative legal base concerning ability to live of radical peoples of the republic.
