Session of the Scientific Expert Council on cultural heritage was devoted to preservation of historical and cultural heritage of Sortavala

Session of the Scientific Expert Council on cultural heritage of the Republic of Karelia was held on September 25 in the Ministry of Culture and Public Relations of the Republic of Karelia devoted to preservation of historical and cultural heritage of Sortavala. Ways of preservation of historical and cultural heritage of the town and the Project of Regulations of the order of payment of indemnification to physical or legal persons owning objects of cultural heritage of regional value, or using them on the basis of gratuitous use agreement and providing their preservation at their own expense were discussed at the session.

In work of the Council under the presidency of the Corresponding Member of the Russian Academy of Science, Chairman of Karelian Research Center of the Russian Academy of Science A.Titov there participated guest experts of ministries and departments of the republic, architects, a representative Sortavalskogo of city settlement.

Participants of the session discussed the List of actions for the Plan on preservation of historical and cultural heritage of Sortavala and offers developed by the Republican center on government protection of objects of cultural heritage.

Considering special importance of preservation of historical and cultural potential of the town they have also decided to address to the Prime minister of the Government of the Republic of Karelia Pavel Chernov with the offer to head the working group which, except for heads of enforcement authorities of the Republic of Karelia, was recommended to include Academician V.P.Orfinsky, V.A.Dybin and other experts in the field of architecture, town-planning and preservation of cultural heritage. Ministry of Culture and Public Relations of the Republic of Karelia will take part in co-financing of the program on preservation of historical and cultural heritage of Sortavala. Sortavala association of fellow-countrymen in Petrozavodsk has responded the next day after the session of the council. Natives of Sortavala are ready to take part in preservation of cultural heritage of their native town.

Within the scope of execution of the protocol of May exit session of the Scientific Expert Council on cultural heritage of the Republic of Karelia attached to the Ministry of Culture and Public Relations of the Republic of Karelia in Sortavala there has been created the Architecture and Art Commission of Sortavala town settlement. The agreement on consideration of offers on modern building of Sortavala at the Scientific and Technical Council of the Ministry of Construction of the Republic of Karelia was achieved.

Sortavala town settlement Administration is recommended to introduce the post of the Chief Architect and Chief Artist of the town for immediate colution of current tasks of architectural and building activity and other issues within the scope of his powers, and also to develop the concept of municipal program on preservation of objects of cultural heritage of Sortavala in view of architectural, typological and stylistic features of historical building and with an opportunity of differentiated approach to organization of management of objects of cultural heritage.

Members of the Scientific Expert Council were also submitted the Project of Regulations of the order of payment of indemnification to physical or legal persons owning objects of cultural heritage of regional value, or using them on the basis of gratuitous use agreement and providing their preservation at their own expense.

The submitted Project of the order of the Government of the Republic of Karelia will allow to render government support to proprietors of objects of cultural heritage investing in preservation of monuments. The project has been recognized timely and was generally approved.
