On October, 28 it has turned 100 days since Andrei Nelidov assumed the office of the Head of Karelia. In the opinion of the leader of the republic it is just a start when the main task is to make no worse, and, nevertheless, even in the term so short the new team has managed to achieve some important results.

First of all, the budget deficit was overcome. In 3 months it has decreased more than 7-fold – from 3,3 billion to 400 million roubles, and authorities of the republic have a clear understanding what to do to pay off the rest of the sum by the end of the year. Thus, it is safe to say, that obligations of the budget, and, first of all, socialy-related, will be fulfilled.
At the same time it became possible to avoid bulk selling of the republican property which has been planned by former management of Karelia to cover the budget deficit. The new management has found that under current conditions it is impossible to receive actual price for property of the republic, therefore, there is no point to sell it now. Moreover, a decision was made not to offer state holdings of shares of socially significant enterprises for sale at all as they allow the authority to supervise social consequences of managerial decisions.

The basic sources of deficit reduction were: assistance from the federal center, work with tax bearers, and search for internal reserves. For example, Andrei Nelidov's team has found a way to save half a billion budgetary roubles on external debt service of Karelia next year. By the time Head of the republic has changed, external debt of the region exceeded 7 billion roubles that makes one half of the budget revenues. To discharge the debt previous management of the region involved credits, including at significant interest (at about 14-16 percent interest per annum). The new Government has managed to agree about repayment of these expensive loans due to a credit twice as cheap (at 7.8 percent interest per annum). Thus, what concerns its external debt service next year Karelia will save 500 million roubles.

Among the internal reserves it is necessary to mention reduction of the number of civil servants. In 100 days personnel of ministries and departments of the republic has decreased by 10 percent, and headcount of Administration of the Head of Karelia has lessened by 20 percent. Under Andrei Nelidov's initiative there has been eliminated the post of the Prime Minister, representation of Karelia to St.-Petersburg was closed, vehicle fleet of the government was reduced by 30 percent.
Besides, Andrei Nelidov has won cancelling of compensatory payments upon retirement for Chief Executive Officers of Karelia, including Head of the republic, his Deputies, members of the Government, other high-ranking officials.

Andrei Nelidov has proved, that he is ready to make rigid decisions and assume responsibility. In the first days of work in the capacity of the Head of Karelia he has declared, that the authority would not accept highly pervasive practice of businessmen to hide their incomes from taxation. Therefore, support will be rendered only to those investors and enterprises that do not forget about their social responsibility. First of all, the enterprise should pay taxes fairly there where it earns money. The first perceptible result of this warning became 1.5-fold growth of tax revenues that has allowed to reduce the already mentioned republican budget deficit.

The stance as tough Head of Karelia has taken on the management of Sortavala town where municipal crisis has burst in the beginning of the cold season. During the entire period of preparation for winter the municipality repeatedly received warnings from the Office of Public Prosecutor, inquiries of regional authorities, offers to help from republican authorities and even court decisions with requirement to start necessary activities immediately. However, start of the cold season failed. One week past the official date of its beginning in Sortavala worked only one boiler-house of 13, and stocks of fuel equaled to zero. Therefore, Head of the republic has made a decision to dismiss the mayor and to charge his First Deputy Yuri Kancher who coordinated work of all related departments and municipal services to bring Sortavala out of municipal dive and stayed in the town until all boiler-houses started working there.

Besides, a new scheme of work of housing and communal services is introduced for system solution of problems of housing and communal services in Ladoga Lakeside. A public company was established to purchase fuel and collect payments of the population. It allows to provide continuity of black oil and coal delivery, lower cost of fuel and make payout transparent. It is expected, that in the future this scheme will be distributed to other regions, too.
Andrei Nelidov has formulated his administrative credo precisely in the beginning of his work in the position of the Head of Karelia: "No political tricks, no behind-the-scene intrigues, no favouritism. Value of a worker is assessed from his or her efficiency and decency solely. The person either works for the benefit of the republic, or leaves to work in another region. As for the corrupt officials, we shall demand to open a criminal investigation of them, and we have already made arrangements on that with law enforcement bodies."
