The results of the 2017 working year of the State Commission for Preparing for the 100th Anniversary of the Republic of Karelia are being summarized today, on November
17, in Petrozavodsk at the tenth meeting of the state commission.
At the moment, the meeting takes place in the Government of Karelia and it is chaired by Nikolai Patrushev, the Secretary of the Security Council of the Russian Federation,
the chairman of the State Commission for the preparation for the celebration of the 100th anniversary of the formation of the Republic.
Artur Parfenchikov, the Head of Karelia, heads of federal and regional ministries and departments take part in the meeting.
In the opening speech, Nikolai Patrushev outlined the priorities in the work of the State Commission in 2017, including the laying the groundwork for the development of the
economy of Karelia, improving the quality of life of people through the reconstruction of existing and construction of new health, education, culture and sports facilities,
development of transport infrastructure, gasification, and modernization of housing and communal services.
"The economy of the has been showing growth for the second year in a row, for the nine months the index of industrial production has increased by 1.3%, and the volume
of investments in fixed assets has increased by 10.3%," Nikolai Patrushev said.
The Secretary of the Security Council of the Russian Federation noted that in accordance with the decision of the State Commission and on the basis of proposals made by
the Sistema Joint-Stock Financial Corporation, the Segezha pulp-and-paper plant is being reconstructed. The amount of investments in the project over the past three years
amounted to more than 18 billion rubles, and until 2021, an additional 9 billion rubles will be invested.
On November 8th, a unique paper machine was launched at the plant, and more than 150 new high-tech jobs were created. In 2018, the new production will double the amount
of tax payments to budgets of all levels. By 2025, this amount can reach 13 billion rubles.
The work on the development of Onega Shipbuilding and Shiprepairing Plant is in progress.
"Three years ago the plant did not work at all. At the present time, it is a successfully operating enterprise with regular orders. Only this year, 4 ships were
floated off. The next stage is a deep modernization of the plant, the concept of which was developed by the St. Petersburg State Maritime Technical University,
at the request of the members of the state commission," said Nikolai Patrushev.
The project includes the automation and digitalization of production, the introduction of a block-modular way of shipbuilding. This will ensure the serial and the
ability to assemble ships in other regions of Russia and abroad, as well as increase the plant's productivity by 10 times. More than 8,000 jobs will be created in
cooperative organizations, and more than a thousand of them - in Karelia.
In general, according to the Secretary of the Security Council of the Russian Federation, in the 9 months period, more than 2 thousand jobs were created in Karelia,
which is 60% more than the planned figure, as a result of the implementation of economically significant projects.
Nikolay Patrushev expressed his confidence that the agreement on establishing friendly relations and on trade, economic, scientific, technical, socio-cultural and humanitarian
cooperation between Karelia and the Chinese province of Fujian, signed by order of the Russian President on November 1 this year, will give an additional impetus to the
development of the Republic.
Speaking about the implementation of social projects, Nikolai Patrushev noted, in particular, the construction of new midwife stations. The following points are planned to
be done by the end of the year: open 8 midwife stations, complete the reconstruction of the National Library, open cinemas in the districts, launch the work of the
Petrozavodsk presidential cadet school, construct the sports and health center in Pitkyaranta as part of of the social project Gazprom to Children.
The Chairman of the State Commission pointed out the need to continue work on resettlement of citizens from emergency housing.
"More than two and a half thousand people need resettlement. For the Republic, the program for resettlement of citizens from emergency housing has been extended for 2018,
and additional 790 million rubles has been allocated. It is important not only to ensure the timely entry of objects, but also to move people to the premises of proper
quality," said Nikolai Patrushev.
The State Commission gives a high profile to the development of the transport infrastructure in the region. So, the first stage of reconstruction of the airport
"Petrozavodsk" has been completed. Since August, Siberia Airlines has been carrying out daily flights between Moscow and Petrozavodsk, which are increasingly popular
with residents and tourists. In order to ensure the availability of remote areas of Karelia, it is necessary to solve the task of developing small aircraft, to put
the runways and corresponding infrastructure in order in Pudozh, Sortavala, Kostomuksha, Kemi and Louhi.
"In general, there are still many unsolved problems. We expect that the new composition of the Government of the Republic will take steps to their successful resolution,"
said Nikolai Patrushev in the end of his speech.
At the meeting of the State Commission, issues of social and economic development of Karelia are being considered. Special attention is paid to the prospects for
the comprehensive development of the Republic's agriculture, measures aimed at ensuring environmental well-being, development of single-industry towns and the
implementation of socially significant investment projects. Also, the members of the State Commission will outline the main tasks for the coming year 2018.
