In 1990 has graduated from the Leningrad Higher Party School majoring in Party and Soviet construction, having obtained the qualification of the teacher of sociopolitical disciplines in the higher and secondary educational institutions, and of the political scientist. In 1999 has graduated from the Russian academy of public service at the President of the Russian Federation, on the speciality "State and municipal management", has obtained the qualification of a manager.
