General Information

The Ministry of Culture was created under the decision of the Council of Ministers of the Karelian-Finnish SSR of May 20, 1953 N379. In 2004 the Ministry of Culture of the Republic of Karelia was renamed into the Ministry of Culture and Public Relations of the Republic of Karelia.

The working structure and the normative base regulating activity of the Ministry of Culture and Public Relations of the RK, are authorized by the order of thre Head of the RK of July 30, 2004 N468-r About the Ministry of Culture and Public Relations of the Republic of Karelia.

Strategy of the activity of the Ministry on development of the sphere of culture is determined in the Concept of Development of Culture in the Republic of Karelia up to 2008 (authorized by the Decision of the Government of the RK of June 22, 99 N22-P) and in the republican target program Development of the Sphere of Culture in the Republic of Karelia for the period till 2010 (authorized by the decision of the Government of the Republic of Karelia of November 29, 99 N153-P).

The Concept defines the following spheres as priority directions for the immediate prospects:

• culture management on the basis of social and cultural programming, information, intellectual, creative and financial resources;
• preservation and escalating of information potential of the sphere of culture; creation of the uniform information network uniting republican and regional parts on the basis of electronic telecommunication technologies;
• integration into the information society and mastering information and telecommunication technologies;
• creation of cultural sphere programming centres; formation of independent centres of local culture development;
• maintenance of more full recognition of culture and arts as one of the basic aspects of education and development of art education;
• creation of the specialized system of personnel retraining focused on new technologies implementation;
• use of cultural heritage in social and economic development in the Republic of Karelia;
• stimulation of creative development and participation in cultural life of the population of the republic

Practical realization of priority tasks is carried out on the basis of the target federal program Culture of Russia (2001-2005)

and republican target programs:

• Development of the Sphere of Culture in the Republic of Karelia for the period till 2010
  subprograms:
  • Information of Libraries of the Republic of Karelia in 2002 - 2006
  • Development of Culture in the Countryside of the Republic of Karelia on 2002 - 2010
  • Preservation and Development of the System of Film Distribution for the Population of the Republic of Karelia in 2002 - 2010

Within the jurisdiction of the Ministry of Culture and Public Relations there are 25 public institutions and 18 state unitary enterprises.
