Under conditions of instability of the world financial market, economic policy pursued by the Government of republic in 2008 has been directed on non-admission of sharp decrease in volumes of industrial production, preservation of industrial potential and workplaces, maintenance of functioning of the social sphere.
On results of 2008 the production index in the republic has made 100.01% (102.1% in the RF).
Last year non-uniformity of rates of production volumes growth was observed in the industry, on separate kinds of economic activities rates of production growth considerably conceded to values of the last year. Thus, the index of industrial growth in processing activities in 2008 has developed at the level of 99.3% (119.3% in 2007).
As a whole regarding the Extraction of minerals, processing industry, power, gas and water generation and distribution form of activity cost of shipped goods of home manufacture, works performed, services rendered using own resources has made 89,2 billion rbl., that in established prices exceeds the level of the last year by 13.5%.
In 2008 there have increased volumes of extraction of other minerals (114.2%), manufactures of foodstuff (114%), leather goods and shoe making (113.3%), production of cellulose and wood pulp (106.9%), rubber and plastic products (131.1%), vehicles and equipment (122.9%), electric power (104.7%), metallurgy production (104.4%).
In comparison with the last year there have been produced more building nonmetallic materials, including road metal and gravel made of natural stone, chemical equipment and spare parts to it, cellulose (commodity), building bricks, animal oil, canned fish, confectionery products. Production of saw-timber, industrial wood, plywood and cardboard, paper sacks, woodchip boards, meat and sausage products, vodka and distillery products, and flour has decreased.
Volume of investments into the fixed capital of the Republic of Karelia in 2008 has made 22,75 billion roubles, or 106.7% to the level of 2007.
On results of 2008 the ballanced financial result of large and medium organizations of the Republic of Karelia has made 8,3 billion rbl. of profit, or 90.2% to the level of 2007. The greatest volume of ballanced profits - 13,2 billion rbl. - was received in extraction of minerals.
Relative density of unprofitable organizations in 2008 has made 44.2% of total number of enterprises.
Timber industry complex is the leader in industry of the republic, and its production is a dominating commodity group in Karelian export. The share of timber industry complex enterprises in total amount of shipped goods of home manufacture, works executed and services rendered in the republic makes more than 29% (32% in 2007). On the share of Karelia there fall about 64% of the all-Russian manufacture of paper sacks, 24.2% of paper sacks, including 37.1% of newprint, 1% of technological splinter; 4.4% of commodity cellulose, 3.2% of saw-timber, 2.2% of woodchip boards.
Total amount of investments in projects implemented in forest sector of the Republic of Karelia in 2008 is estimated to make 4 billion roubles. Thus, 2,2 billion roubles of investments into pulp-and-paper production having increased essentially and made 115.4% to the level of 2007, investments in the logging branch remained at a level of the last year, and in woodworking - have decreased by 36%.
In 2008 complex situation developed at timber enterprises of the republic. As well as in other wood regions of the Russian Federation it is caused by many factors, among which there are the falling of demand for wood production, both on external, and internal markets, decrease in availability of credit resources, influence of customs duties, etc.
Timber hauling in 2008 on the full circle of enterprises has made 5947 thousand cubic meters, or 89.6% to the level of 2007. The majority of logging organizations of the republic have lowered the volumes of hauling. At the same time, despite of difficulties, last year Zapkarelles Joint-Stock Company, Kondopoga Forest Industrial Company, Inc., Porosozero, Inc., Shuyales Joint-Stock Company have kept and increased volumes of hauling.
The share of logging on the assortment technologies has made 77.9% in total amount of timber logging (70.7% in 2007).
Analysis of strams of raw materials received from timber cuttings, and volumes of their deliveries to processing enterprises of the republic shows, that the most of the forest resources production (63.4%) is delivered by enterprises to the domestic market. In comparison with 2007 the share of deliveries to the domestic market in 2008 has increased by 6.1%. Outside of the republic processing enterprises buy about 10% of plank timber and 40% of coniferous paper wood (53% in 2007).
Decrease in consumer demand of woodworking and pulp-and-paper enterprises for raw timber cause heavy stocks of assortments accumulated by lumberers, and problems of realization of pine and birch paper wood.
Volume of export of forest products processed in 2008 was reduced by 18.8% to the level 2007, raw forest products by 22.9%.
Financial condition of enterprises of timber complex of the republic has worsened considerably in 2008. For the first time in recent years there has developed negative financial result in pulp and paper industry.
Deterioration of financial condition of the majority of enterprises was affected by growth of expenses for manufacture, decrease in the volume of sales and finished product prices, as well as absence of enterprises' circulating assets, complexities in reception of credits, absence of commodity market of deciduous assortments, coniferous paper wood.
Negative financial result developed regarding all kinds of activities, including balanced loss in pulp-and-paper industry has made 3187 million roubles, in woodworking - 1677 million roubles, in logging - 1381 million roubles. In 2007 woodworking and pulp-and-paper productions were profitable.
In 2008 cost of production made and shiped by woodworking enterprises of the republic has totaled 5116 million rbl., or 79.6% to the level of 2007.
Change of situation in foreign markets, inability of manufacturers to reorient operatively to other commodity markets have led to suspesion of production activity of such sawmills as Auer and Varlen Sawmill, Ltd., Pegas International, Ltd., Kem Saw-Woodworking Mill, Ltd., Ladoga Timber Mill Joint-Stock Company, Kondopoga Timber Exploitation Mill, Ltd., Byelomorsk Woodworking Company, Pälma Sawmill, Ltd. Production of saw-timbers in 2008 reduced to 660 thousand cubic meters, or 23.7% to the level of 2007. Besides, there have lowered production of plywood (by 30%), woodchip boards (by 7%).
At the same time in 2008 in comparison with 2007 Setles, Ltd., Solomensky Timber Mill Joint-Stock Company, Karlis Prom Joint-Stock Company, DOK, Inc., have increased rates of growth of production volumes of saw-timbers.
Pulp-and-paper enterprises of the republic worked astably. Due to slump in demand from the basic consumers production of cardboard has decreased in 2008 by 18.3%, production paper sacks decreased by 10.6%. Management of Investlesprom Joint-Stock Company and Segezha Pulp-and-Paper Plant, Inc., in the end of 2008 have developed a complex of measures on optimization of production which provides actions on reduction of production costs, volumes of production , disposal of not profile and unprofitable actives, transition to more effective technologies, reduction of the number of employees, the decision on withdrawing paper-making machine N11 from manufacture production has been made. At the same time the volume of commodity cellulose production by Pitkäaranta Pupl Mill, Inc., has increased by 6.9% (101.4 thousand tons). In 2008 Pitkäaranta Pupl Mill, Inc., has started the second phase of modernization that would allow to achieve the annual cellulose production of 120 thousand tons. Due to stable work of Kondopoga, Inc., production of paper has developed at the level of 2007, having totaled 964,5 thousand tons.
As a result, decrease in physical volumes of production of cellulose, wood pulp, paper, cardboard and products made of them has made 1.9% to the level of 2007.
In 2008 cost of shipment of goods on the extraction of minerals form of activity in actually established prices has grown by 23%, including 20% growth of extraction of metal ores. At that the index of physical production volume on extraction of minerals has made 96.7%, including 92.6% on extraction of metal ores.
Karelsky Okatysh (Iron-Ore Pellets), Inc., is a member of Severstal-Resurs Joint-Stock Companyand today provides production of 26.9% of all iron-ore pellets produced in the Russian federation. To the share of the enterprise there fall about 40% of the volume of iron-ore pellets exported by Russian enterprises far abroad.
The enterprise works according to the approved program of production and realization of finished product of iron-ore pellets for 2006-2016, developed together with the Operating company of Severstal-Resurs Joint-Stock Company.
In 2008 Karelsky Okatysh, Inc., produced 9305 thousand tons of iron-ore pellets, or 93% to the level of 2007. The developed situation in the market of steelmaking production, caused by negative influence of the world financial crisis, has affected reduction in demand and prices that has led to slowdown of production rates.
Overfulfilment of the road-metal production parameter has allowed to keep positive dynamics in extraction of other minerals at the level of 114.2%. It was promoted by commissioning of new modern road-metal-producing complexes in Sortavala and Byelomorsk regions, achievement of estimated capacity by a number of operating quarries.
In 2008 manufacture of nonmetallic building materials has grown by 8% to the level of 2007.
Growth of extraction of other minerals was affected by increase in road-metal production volumes by Prionezhsky Gabbro-Diabase, Ltd., - 407 thousand cubic meters (144.5%), Mosavtodor Quarry Administration, Inc., - 881,2 thousand cubic meters (121.7%), commissioning of the new grinding-sorting factory of Golodai Gora Quarry Joint-Stock Company - 604,5 thousand cubic meters (3.9 times growth).
In 2008 prouction of road-metal has begun in Onego Quarries, Ltd., (Prionezhsky municipal area), Prionezhsky Mining Company, Ltd., (Pryazha metropolitan region), KarelStroiNerud, Ltd., (Pitkäranta metropolitan region), Eurostoigroupp-Diabase, Ltd., (Kondopoga metropolitan region), Granitdomdorstroi, Ltd., (Suojärvi metropolitan region).
At the same time, the delay of payment for delivred production, absence of turnover assets, infringement of payment terms for finished product transportation have caused decrease in crushed stone production volumes in Sortavala Grinding-Sorting Factory, Inc., Karelinvest, Ltd., Karelprirodresurs, Ltd., Porfirit, Inc. Due to absence of demand for its production in November, 2008 Shokshinsky Quartzite Joint-Stock Company has suspended its industrial activity.
In 2008 the volume of crushed schungite production in Carbon-Schungite SPC, Ltd., has made 137 thousand cubic meters, or 106% to 2007.
Block stone for production of memorial products (monuments), mainly presented by gabbro-diabases of Drugoretsky deposit (Prionezhsky region) remains the most steadily called-for in the market. In 2008 the share of black stone in total amount of extracted block stone in the republic has exceeded 80%.
Production of block stone last year has made 26 thousand cubic meters (105%). Development of block stone deposits is carried out in Pitkäranta, Kem, Lahdenpohja, Pudozh regions and the most active is in Prionezhsky region.
The best results of extraction and production of block stone belong to Drugaya Reka Joint-Stock Company (25% of total amount on the republic) and Kara-Tau, Ltd., (18%).
In 2008 cost of shipped metallurgical production and ready metalware goodshas made 8593 million roubles, that in established prices exceeds the parameter of 2007 by 7%. Thus, the index of production regarding this kind of activity has made 96.9%, that is basically related to production loss and shipment of goods to Foundry - Petrozavodskmash, Ltd.
Since January 1, 2008 from Petrozavodskmash Joint-Stock Company has separated the Foundry - Petrozavodskmash, Ltd., enterprise where the production volume has made with 30,6 thousand tons, or 88% to the level of 2007, in cost expression production of iron casting has made 815,6 million rbl. (125%) cause by orders with more high added cost.
Positive production dynamics remained at Wä:rtsilä Hardware Plant Joint-Stock Company and NAZ-SUAL branch.
Wä:rtsilä Hardware Plant Joint-Stock Company in 2008 has increased production of hardware products up to 92,3 thousand tons (112% to 2007) due to introduction of modern draw-benches Ernst Koch GmbH & Co KG (Germany).
Aluminium production volume has remained at the level of 2007, however landslide of prices for aluminium from 3200 to 1500 dollars per ton at the London stock exchange of metal and increase of electricity prices have led to increase of production cost, significant reduction of profit and decrease in taxation in budgets of all levels.
In structure of industrial complex of the republic in 2008 relative density of machinery and equipment production has made 3.8%. Thus, the index of machinery and equipment production has decreased from 106.8% in the first quarter to 98.2% by the end of the year that is related to absence of orders to Stankozavod-Deko, Ltd., standing idle since November, 2008, as well as relocation of Onego Tractor Plant, Ltd., to the second industrial platform where production is supposed to start anew in March, 2009.
The leading enterprise of engineering industry of the republic Petrozavodskmash Joint-Stock Company last year has mastered production of the unique columned equipment of primary oil refining for the Nizhnekamsk oil refining factory and containers for nuclear waste storage for the Kola atomic power station. In total in 2008 cost of production produced by the enterprise has made 1,3 billion rbl., or 128% to 2007.
Cost of production of Onego Tractor Plant, Ltd., shipped in 2008 has made 406 million rbl. (64% to 2007), there has been made 246 tractors and machines (76.1%).
In 2008 the index in production of vehicles and equipment has made 122.9%.
Onego Ship-Building Factory, Ltd., in 2008 has performed works on construction and shipment of two dry-cargo ships of Karelia type and the first sea vessel of the new project for the Estonian shipowner.
Cost of production of Avangard Ship-Building Factory, Inc., in 2008 has made 70,9 million rbl., or 80% to the level of 2007. Examinership was introduced at the enterprise in November, 2008 due to adverse financial condition.
In 2008 in production of electric equipment, electronic and optical equipment there occurred the 4% decrease in physical volumes due to reduction of orders in the foreign market.
The most important enterprises of this branch are AEK, Ltd., producing electric wiring for Scania and Volvo heavy haulers and Electrokos, Ltd., (affiliated undertaking of Karhakos, Ltd.) producing electronic equipment for cars.
The Index of production on the chemical production form of activity in 2008 has developed at the level of 96.6%.
One half of all production of this given kind of activity falls on Sibirit-3 Joint-Stock Company (Kostomuksha), producing ýìóëüñèîííûå water-emulsion explosives. In 2008 cost of products produces by the enterprise in established prices has made 635 million rbl. (110.6% to 2007), Mobile Technologies of Production of Explosives investment project comprising five stages is being implemented. Now there has been launched the fourth stage of commissioning the MSZ-14MT "machine-factory".
In textile and clothing manufacture cost of shipped goods produced by the enterprise has made 118 million roubles, the index of production of this kind of activity has made 96.3% that is that is caused by insufficient ordering.
At the same time Vega Plus, Ltd., and Lahti Joint-Stock Company worked stably. During the year it has been made 451 thousand pieces of jersey underware (109.7% to 2007), 1824 thousand pieces of overalls (116.8%).
Physical volumes of production on the generation and distribution of electric power, gas and water form of activity have increased by 4.7% in comparison with 2007. The acieved rates of growth are caused by increase in development by electric power hydrostations of the Karelian branch of TGK-1, Inc., by 6.8% - to 5291 milion kilowatt-hour due to increased afflux in water basins of the hydropower station.
On results of 2008 consumption of electric energy in territory of the Republic of Kareliya has decreased by 0.9%, including by 4.2% by industrial consumers. The structure of electric energy demand within a number of years remains quite stable. In total volume of electric energy demand the basic part was consumed by industrial enterprises 68.3%, on the share of other consumers there fall 20.5%, population consumed 10.3%, agricultural producers consumed 0.9%.
Generation of electric energy by Karelian branch of TGK-1, Inc., in 2008 has increased by 9.4%, by block-stations of the Republic of Karelia - has decreased by 6% due to carrying out of preventive and repair work in the 3 and 4 quarters.
Shipment of the goods produced by the enterprise (foodstuff, including drinks) in 2008 has increased by 20.3% in established prices and has made 4208 million rbl. Production index on this kind of activity has developed at the level of 114%, that is basically caused by increase in production of semifinished meat, animal oils, confectionery products. At the same time, production of meat, sausage products, whole-milk products, bread and bakery products, vodka and distillery products, flour, mixed fodders has decreased.
In the meat-processing branch there has been made 2770 tons of sausage products, or 93.2% to the level of 2007 as a result of changing the line of business of Karelian Meat-Packing Plant, Inc., to production of semifinished meat, and presence of the wide range of similar imported producs. Growth of production of semifinished meat by 16.6% is caused, basically, by processing of poutry received from Korm, Inc. Work at the enterprise is accomplished on expansion of assortment of production, introduction of modern packaging materials for semifinished meat.
Production of whole-milk products was reduced by 12% that is caused by decrease in production volumes of Slavmo, Inc., production of animal oil has increased by 21.3%.
Alcohol production by enterprises of liquor enterprises (branch of Rosspirtprom FSUE Petrozavodsk distillery Petrovsky and Aalto, Ltd.) was reduced in comparison with 2007 by 51.4% due to cease of industrial activity of branch of Rosspirtprom FSUE Petrozavodsk distillery Petrovsky since April 24, 2008 related to reorganization of the parent organization.
Production of bread and bakery products during the year has grown 0.6% less that is related to saturation of the market, decrease in the consumer demand and great volume of products imported to the republic. At the same time, production of confectionery products has increased by 12.5%.
On results of 2008 in the republic it has been produced 42,3 thousand tons of flour (82.9% to 2007), 42 thousand tons of mixed fodders (87.5%). Term of preventive repair of the flour-making mill (full aeration of equipment) has increased for Kondopoga Center of Grain Production, Inc., due to industrial necessity, and work of technical equipment for production of mixed fodders due to modernization is suspended.
Production of commodity fish, including canned fish, has made 59 thousand tons (106.7% to the level of 2007).
Volumes of fish production increased at Alternativa, Ltd., Kemskie Promysly, Ltd., Virma, Ltd., SZRK-2, Ltd., Kapitan-2, Ltd., Markab, Ltd., ÑÏÊ ÐÊ "Êåðåòü", ÑÏÊ ÐÊ "Victory", Raiguba, Ltd., branch of Mir Firm, Ltd., Fish Products, Ltd.
Production of chilled fish has grown 1.3 times, production of seafoods has grown 5.5 times, production of minced meat has grown 1.3 times, production of herring of all kinds of processing has grown 1.4 times. Production of canned food, semipreserved foods has increased by 20.6%.
Price index of industrial producers on the republic for 2008 has made 102% (to December 2007), including: 97.3% on extraction of minerals, 102.3% on manufacturing activities, 109.1% on generation and distribution of electric power, gas and water.
Decrease of price index on products of extraction of minerals by the end of 2008 is caused by significant reduction of cost of iron-ore pellets. Only within the period from October to November they have fallen in price by 26%. Of manufacturing activities, in November the price for metallurgical products has reduced considerably by 27.8%, in December reduction of prices has made 16.4%.
As a result of constant reduction of prices which have begun since April on products of forestry and granting of services, in 2008 the price index as a whole on this branch has made 91.2% (by December, 2007).
Performance of the complex of measures stipulated for 2008 on realization of the Basic directions of investment policy of the Government of the Republic of Karelia in 2007-2010 promoted development of positive tendencies in investment sphere of the republic. Volume of investments into the fixed capital in 2008 has exceeded 22,7 billion roubles, or 106.7% in comparable prices to the level of 2007. Volume of investments into a fixed capital (except for budgetary funds) counting per capita has increased to 32,4 thousand roubles (23,3 in 2007). The volume of foreign investments has made $110,5 million, or 70.2% to the level of 2007.
Further development was observed for the tendency of increase of the share of investments into production sphere which ratio in total amount of investments into the fixed capital has exceeded 51% that is caused by 2.7 times growth of capital investments in production and distribution of electric power, gas and water. In structure of investments into the fixed capital on sources of financing, positions of involved means which relative density on results of 2008 has grown to 64.4% (55.9% in 2007) have become stronger.
It has been completed more than 20 large investment projects in forestry, mining, power and agroindustrial complexes of the region: the next stages of reconstruction and modernisation of manufacture on Kondopoga, Inc., Segezha Pulp and Paper Plant, Inc., and Pitkäl;ranta Pulp Mill, Inc.; construction of rotary cut veneer production line on Bumex Lahdenpohja Plywood Mill, Ltd., and lines on production of wooden apartment houses on Uyutny Dom, Ltd.; modernization of sawmill of Muezersky Logging Enterprise, Inc.; construction of crushing-and-sorting sections of factories producing road metal on Kokkomäki Quarry Joint-Stock Company and Golodai-Gora Quarry Joint-Stock Company; construction of Karelmineral, Ltd., factory producing mineral dressing of slate and gabbro-diabases; reconstruction of central substation of Karelenergo, Inc., in the settlement of Shuya; construction of cattle-breeding complexes for cattle by Megrega Breeding State Farm, Inc., and Ilyinskoye Breeding Farm, Inc., and a number of others.
As a result of realization of investment projects there has been created 2,8 thousand new workplaces, that 1.5 times exceeds the planned target stipulated by the program of creation of new workplaces.
In 2008 work on coordination of activity of federal and republican enforcement authorities, federal departments and establishments in territory of the Republic of Karelia on realization of actions of federal target programs and involvement of state capital investments in economy of the region continued.
On realization of actions of federal target programs (FTP) and federal address investment program (FAIP), due to all sources of financing, it has been involved 4858 million roubles, that is 33.9% more, than in 2007, including 3270 million roubles due to the federal budget (36% more). Volume of investments due to means of the federal budget has made 1748 million roubles, or 132% to the level of 2007. In total amount of investments on federal programs federal investments make 59%.
Due to the state capital investments stipulated on realization of FAIP, in the accounting year in territory of the republic it has been financed 21 building objects with 1282 million roubles of total amount of federal capital investments, that exceeds the volume of 2007 by 11.3%. 1270 million roubles was financed due to means of the federal budget (99.1% of annual limit of federal capital investments), it was spent 1261 million roubles (98%).
In 2008 at participation of the federal budget the following objects have been put in operation upon reconstruction and construction: Petrozavodsk-Suojärvi site of highway, 63 km-65 km; Kochkoma-Tiksha-Ledmozero-Kostomuksha-national boundary site of highway, 64 km-70 km; bridge through the river of Uksa on the 57 km of Suojärvi-Koirinoja motorway; building of Specialised Designation Police Detachment of the Ministry of Internal Affairs of the Russian Federation for the RK in Petrozavodsk; garage for 150 motor vehicles and 125 motorcycles of the Ministry of Internal Affairs of the Russian Federation for the RK in Petrozavodsk; a number of sites of Ì-18 Kola highway; reclaimed agricultural land of Vilga experimental production farm.
Due to means stipulated on realization of federal target programs, there has been purchased equipment for Besovets airport in Petrozavodsk; objects of the White Sea- Baltic channel were reconstructed and overhauled; housing facilities were constructed and purchased for young families; citizens living in the countryside; retired military men, technological disaster relief operation participants and other categories of citizens.
Within the past three years increase in volumes of construction work was observed in the republic. In 2008 the amount of works executed on the construction form of activity has made 10,3 billion rbl., or 124% to the level of 2007.
Last year in the building market of the republic good industrial parameters were achieved by Karelsroimekhanizatsiya Joint-Stock Company, Vek Building company, Inc., Building Enterprise N1 Joint-Stock Company, PMK 117 Joint-Stock Company (Sortavala), Sana Joint-Stock Company.
Growth of construction work volumes promoted increase in production of building materials. Production of ferro-concrete elements and products was kept at the level of 2007, volumes of production of panels and other designs of large-panel construction have increased. It has been made 19,2 million pieces of conditional brick, that exceeds the level of 2007 by 2.1%. Most of volume of building brick is produced by the enterprise of Kondopoga, Inc., (with a capacity of 30 million pieces a year).
Last year there have been commissioned a number of enterprises producing building materials: Isotek, Ltd., (Sortavala metropolitan region) in common with the Swedish company of CEDERBERG INVEST AB has commissioned a factory producing cellulose heater with a capacity of 4 thousand tons a year; Kareliabeton, Ltd., (Petrozavodsk) - a factory producing concrete mixes with a production capacity of 60 cubic meters an hour; Kareliamineral, Ltd., (Kondopoga metropolitan region) has launched production of scaly and grainy mineral dressing of slates and gabbro-diabases used for production of modern roofing materials, at the production capacity of 80 thousand tons of various kinds of dressing a year; Stroibeton, Ltd., (Sortavala metropolitan region) has commissioned a factory producing concrete mixes, at the production capacity of 50 cubic metres per hour; Uyutny Dom, Ltd., (Petrozavodsk) has opened a line for production of log houses on the Canadian technology, at the production capacity of 24 thousand square meters of housing a year; Vek-Steklov modern construction technology plant, Ltd., (Petrozavodsk) has started a line producing windows, doors, loggias, balconies of Denver reinforced-plastic made in Russia, 4500 products or 9 thousand square meters of glazing a month.
In 2008 in territory of the republic it has been commissioned 152,5 thousand square meters of total area of apartment houses, that is 16.1% more, than in 2007 (across the Russian Federation growth has made 4.5%). In 2008 per each inhabitant of the republic it has been commissioned 0.22 square meters of floor space (0.19 square meters in 2007).
In 2008 within the scope of the Housing regional target program for 2004-2010 state support was rendered to the population in improvement of living conditions:
- within the Providing Housing for Young Families sub-program for the period from 2004 to 2010 it was allocated 83,4 million rbl. from the budgetary funds of the Republic of Karelia, at the plan of 16 million roubles that has allowed 163 young families to improve their living conditions;
- within the Social development of Rural Areas through to 2010 republican program regarding rendering government support in construction and purchasing of houses in the countryside it has been allocated 12,7 million roubles of which 7 million roubles was allocated from the federal budget. In actions there participated 17 citizens that have been issued certificated of granting social payment for construction and purchase of habitation in the secondary market. To take measures to provide available housing for young families and young experts living in the countriside in 2008 it has been allocated 14,87 million rbl., including 6,47 million rbl. from the federal budget. 13 young families and young experts have participated in actions.
- Performance of Government Obligations on Providing Housing for Categories of Citizens Listed in the Federal Legislation. Citizens dismissed from military service and persons equated to them; participants of liquidation of consequences of radiating failures and accidents; citizens leaving regions of the Far North and equated districts, and the compelled immigrants in 2008 were issued 69 certificates to the amount of 96,2 million roubles.
- within the Development of Mortgage Housing Credit in the Republic of Karelia for the period from 2006 to 2008 and through to 2010 sub-program to render state support to the citizens living in territory of the Republic of Karelia and improving their living conditions through use of mortgage housing credits, in 2008 is has been issued 1502 credits to the amount of 1960 million rbl., that is 1.7 times more, than in 2007. Indemnification from the budget of the Republic of Karelia to reimburse a part of the mortgage credit interest rate was received by 1202 participants of the program, that is 2.4 times more, than in 2007.
In 2008 there has been developed the regional address program of resettlement of citizens from emergency housing. For the program implementation the Fund of assistance to reforming of housing and communal services allocated the amount of 76,3 million rbl., the budget of the Republic of Karelia provides the amount of 29,2 million rbl., budgets of municipal formations provide 2,8 million rbl. Means of the Fund and the republican budget are directed to budgets of municipal formations (Petrozavodsk urban district, Kem urban settlement).
In 2008 on objects included in the Address investment program of 2008, it has been financed 1840 million roubles that makes 99.2% of annual limit, including 665 million roubles (99.7%) due to means of the federal budget.
Concentration of the basic financial resources on completion of objects with a high degree of readiness has enabled to provide commissioning of socially significant objects. Among themthere are the building of a polyclinic in the settlement of Louhi, the house of merchant Kuttuev in Olonets, waterway from the water pump station to the boiler-house in the settlement pf Porosozero of Soujärvi municipal area, boiler-house #7 in Kem, boiler-houses in the settlement of Beryozovka and in the village of Yanishpole. Besides, there have been are put in operation gas mains in settlements of Sulazhgorsky brick-works and Meliorativny, the 0.4-kilovolt air-line for street illumination in the settlement of Ihala of Lahdenpohja municipal area; high-voltage line 10 kilovolt from transformer substation 2P in Konchezero to transformer substation10/6 in Shuiskaya Chupa of Prionezhsky region, a sports complex in the settlement of Hijtola of Lahdenpohja region.
In total on starting objects it has been allocated 618 million rbl. that makes 33.3% of total amount of the program.
Within the scope of the Address investment program funds were allocated for co-financing of capital construction of the municipal property. If in 2007 on these purposes it was spent 385 million rbl., then in 2008 subsidies have made 706 million rbl., or 38% of annual limits of the Program.
Foreign trade turnover of goods and services in 2008 has made $1950 million (111.3% to 2007).
Positive dynamics of foreign trade is caused by quite favorable conjuncture of foreign markets regarding the basic positions of export within the period from January to August, 2008. Volume of export of goods and services has made $1484 million (110.4%). The greatest relative density in the commodity nomenclature of export belongs to: pulp-and-paper products (35%), timber and forest products (20%), aluminium (10%), iron-ore pellets (13%).
In the accounting to year the increase in volume of export has been caused by increase of cost of deliveries of pulp-and-paper products on 19.6% to the level of 2007, and iron ore - by 66.3%. Significant growth of export iron-ore raw material is determined by that fact, that occurrence of negative tendencies in delivery of iron-ore pellets from Karelia has started only in the end of November, 2008.
In the fourth quarter of 2008 foreign trade activities of enterprises of the republic was influenced by world crisis. Metallurgy and woodworking have suffered the most. Reduction of demand from the main consumers of the metallurgical branch compels companies producing black and nonferrous metals to reduce volumes of production. Reduction of demand has led to 15.8% reduction of export of saw-timber from Karelia.
Export was greatly influenced by measures of customs tariff regulation, accepted on the federal level and aimed at reduction of raw export. As a result of increase of roundwood export duties physical volume of delivery on this commodity position was reduced in 2008 by 22.8% in comparison with 2007.
Volume of import of goods and services in cost expression has achieved the level of $466 million, that is 14.2% more, than in 2007. Goods of investment purpose prevail in structure of import. The share of machine-building production in the volume of import exceeds 50%. Great relative density in import deliveries belong to mineral and chemical products used by enterprises of the republic during in the course of production.
Index of production of agricultural products in 2008 on all categories of farms has made 106.2% (95% in 2007).
Last year there has been provided growth of potato cultivation - by 18.8%, vegetables - by 14.3%, butcher stock and poultry (carcass weight equivalent) - by 5.5%, eggs - by 14.3%.
In 2008 farms of all categories have produced 71,2 thousand tons of milk (95.3% to the level of 2007), including 56,4 thousand tons (97%) by agricultural organizations. Decrease in milk production is caused by insufficient volumes of purchased concentrated forages because of complex financial condition of the majority of agricultural organizations, disparity of costs of agricultural products.
However despite of financial difficulties, on the average in the republic it was possible to keep efficiency of cows at the level of 2007. Counting upon a fodder cow milk yield has made 5212 kg.
The best parameters on dairy efficiency were received in the subsidiary economy of Kondopoga, Inc., (7751 êã), Ilyinsky Livestock Breeding Farm, Inc., (7380 êã), Megrega Livestock Breeding Farm, Inc., (6700 êã), Agrarny State Farm, Inc., (6009 êã).
The republic is the zone of Ayrshire pedigree cattle breeding to which share there falls 95% of all livestock population. In 2008 it has been realised 395 heads of young breeder that makes 156.7% to 2007.
In all categories of farms it was produced 12,4 thousand tons of meat of all kinds, that exceeds the level of 2007 by 5.1%. The basic volume of fowl is produced by Korm, Inc., specializing in broiler farming. Modernization of production at the enterprise proceeds that has allowed to produce 5,5 thousand tons of fowl in 2008 (108% to the level of 2007).
In the accounting to year by farms of all categories it has been produced 53,5 million of eggs, that is 14.3% more, than in 2007. Poultry-farming enterprises of the republic have made 49,5 million of eggs that makes 115.3% to the level of 2007.
Price of material resources and production of natural monopolies increase especially negatively influenced the branch of fur farming. Due to complex financial situation and production running at a loss the stock of animals of Vidlitsa Agricultural Farm, Inc., was exterminated. The only one Pryazhinsky Joint-Stock Company fur breeding enterprise struggles along realization of the fur farming products caused by temporary absence of demand for mink in the Russian market. These circumstances have compelled the enterprise to reduce the stock of the basic mink herd considerably and to increase the stock of polar foxes. As a result, in 2008 it has been bred 36127 puppies of all kinds animals that has made 45.4% to the level of 2007.
Business entities of all categories (including industrial and family farms) in 2008 have grown 78,2 thousand tons of potatoes, that exceeds the level of 2007 by 18,8%. Average crop yield in the republic has made 133,5 hundreds kilograms per hectare.
In 2008 it has been produced 23,3 thousand tons of vegetables (114,3% to the level of 2007). Average crop yield in the republic has made 263 hundreds kilograms per hectare. The leader in vegetable growing in the open is Agrarny State Farm, Inc., that is producing 54% of total amount of cabbage produced by agricultural enterprises. This year the enterprise has achieved the record cabbage cropping capacity of 549 hundreds kilograms per hectare and 412 hundreds kilograms per hectare of carrots. The second on cabbage crop capacity is Megrega Livestock Breeding Farm, Inc., the third is Tuksa Agrofirm, Ltd.
Small business entities In the countryside are represented by 265 industrial farms, 70 thousand family farms, and 43 agricultural consumer cooperative societies. Their share in the volume of total production of agriculture (in established prices) makes more than 50%. Share of family and industrial farms in total agricultural produce of Karelia makes 26% on meat, 21% on milk, 83% on potatoes. In farms of the population as of December 31, 2008, there are 7,9 thousand heads of livestock, including 3 thousand cows, 6,7 thousand pigs, 30,6 thousand fowls.
Development of small farms was promoted by the state support, which volume in 2008 has made 12,2 million roubles (6,2 million roubles in 2007).
In 2008 production of commodity fish, including canned fish, has made 59,0 thousand tons, that exceeds the level of 2007 by 3,7 thousand tons, or by 6.7%. In 2008 production of chilled fish, seafoods, minced meat has grown. Besides, volumes of production of dried fish and stockfish, spicy salted and pickled fish have increased.
Last year coastal enterprises have achieved growth on production of commodity fish (including canned food), by 0,2 thousand tons or 1.7%. Production of canned food and preserves has made 802 thousand of conditioned cans, that is 1.2 times more, than in 2007.
The volume of shipped goods produced by home enterprises, works performed and services rendered using own resources regarding the fishery, fish breeding form of economic activity in 2008 has made 2829,2 million roubles, that is 1.3% more than in 2007.
In 2008 work on creation of new fish-breeding farms proceeded. In 2008 the following trout farms have been put into operation - Ladoga Trout, Ltd., on Ladoga lake, Ecology Product-10, Ltd., on Peldozhsky lake. The nimber of operating farms has made 47, the aggregate number workers employed there makes 582 people.
In 2008 fish-breeding trout farms have bred 12 197 tons of trout mixed in terms of age, including 8571 tons of commodity fish. In comparison with 2007 the volume of fish bred has grown by 2806 tons or by 30%.
To promote production in the internal and international markets, increase trade, enterprises of the fish branch take part in exhibitions and presentations, provide their production for exhibition actions. In total in 2008 delivery of fish products to the home market and foreign consumers have made 58,5 thousand tons.
The consumption level of fish production per capita on the republic as a whole is observed at the level of 26 kg per person a year which is stably high in comparison with other regions of the Northwest Federal District.
In 2008 dynamical development of consumer market of the Republic of Karelia proceeded.
Turn of retail trade in territory of the Republic of Karelia in 2008 has made 50,3 billion roubles with 8.3% growth to the level of 2007 in the comparable prices. The gain of physical volume of the turn is provided due to growth of incomes of population of the republic, introduction of progressive forms of service, use of flexible system of discounts.
Commodity market of the republic is sated by consumer goods. Quantity of objects of trade in 2008 has exceeded 7 thousand units, 4,1 thousand objects of them were shops and pavilions with the trading area of 312 thousand square meters. The gain of trading areas has made about 5 thousand square meters.
In territory of the Republic of Karelia there operate 17 retail markets where 1444 trading places are organized. The share of commodity circulation formed in the merchandise and mixed markets in the republic was reduced in 2008 to 8.8% (2007 - 10.4%).
Population of the republic has bought products of public catering to the amount of 1,9 billion roubles that makes 100.6% to the level of 2007.
The volume of rendered housing-and-municipal services last year has reached 6,98 billion rbl. and has grown in comparison with 2007 by 8.3%. About 75% of total amount of the housing-and-municipal services rendered to consumers of the republic is provoded by the commercial organizations.
Percentage of recovery of organizations' expenses on rendering housing-and-municipal services by payments of consumers according to established tariffs for the year to date has made 99% (2 percentage points over the parameter of 2007), including population as the basic consumer of housing-and-municipal services - 95%.
In 2008 high percent of collection of payments for housing-and-municipal services was kept. General level of collection of payments, including from the population, for housing-and-municipal services has made 95%.
In 2008 on construction and reconstruction of objects of municipal purpose it has been allocated 1,8 billion rbl. of investments, including 1,0 billion roubles of budgetary funds.
As a result of implementation of actions of the Modernization of Municipal Infrastructure of the Republic of Karelia in 2004-2010 subprogram the number of failures and damages in systems of housing and communal services on the average was reduced by 2-5%, losses of power resources have decreased by 15-20%; economy of fuel rate by 14,8 kg/Gcal on the average is provided.
Total amount of financial support of municipal formations for carrying out of major overhaul of apartment houses for 2008 has made 212,6 million roubles. In 2009 it is planned to finish repair work in 184 apartment houses which total area makes 241,18 thousand sq.m.
As a result of implementation of the Active involving of local fuel and energy resources in fuel and energy complex of the Republic of Karelia for 2007-2010 regional target program, the share of consumption of local kinds of fuel has increased in 2008 by 4.8 percentage points and has made 27.8%. Annual economic benefit of replacement of imported fuel (fuel oil, coal) local kinds of fuel in 2008 have made 38,3 million rbl.
The Republic of Karelia is participating in the Program of gasification of regions of the Russian Federation for 2007 and the following years. In total in 2008 on gasification of the republic it has been allocated 262,5 million roubles.
Works on construction of distributive networks of gas main in Prionezhsky, Kondopoga municipal areas and Petrozavodsk, on reconstruction of boiler-houses in settlements of Meliorativny and Shuya have been performed. 11 municipal houses in the village of Yanishpole, a boiler-house of Kondopoga Center of Grain Production, Inc., and Petrozavodsk Bread-Baking complex, Inc., were switched to natural gas.
Inflation in the republic in 2008 has made 12.7%, that is a little less than the rate of inflation on the average across Russia (13.3%). Thus, the gain of commodity prices has made 10.9%, and service prices have grown by 18.2%.
In 2008 articles of food in republic have risen in price by 14.3% (15.8% in 2007). Most substantial increase of consumer prices was observed for bread and bakery products, pasta and grains, fat-and-oil products, meat and meat-foods.
Consumer prices of bread and bakery products in 2008 have grown by 30.2%. The basic increase of prices for this production has occured in the first six months and was caused by sharp increase of prices for grain and flour in the Russian market.
Moderate growth of milk and dairy production consumer prices in 2008 was observed (11.2% compared to 28% in 2007), hen eggs (9.7%, compared to 19.9% in 2007), granulated sugar (3.3%). Due to reduction of prices of import and increase in deliveries within all acconting year decrease in consumer prices of rennet, hard pressed and soft-ripened cheese was observed.
As a result of seasonal reduction of prices within the period from August to October as a whole on the group of fruit-and-vegetable production, including potatoes, gain of prices in 2008 has made 9.2%.
On nonfoods in the republic there remains lower dynamics of price growth, than on articles of food. The prices of nonfoods for January-December, 2008 have grown by 6.2%.
Gain of prices and tariffs for paid services rendered to the population on the average on the Republic of Karelia in 2008 has made 18.2% (19.5% in 2007). The payment of services of preschool education has grown the most - by 45.1%, payment of services of the organizations of culture - by 31.6%, payment of household services - by 26.2%, payment of service of passenger transport - by 20.1%, payment of education services - by 18.0%, payment of services in the sphere of tourism - by 16.4%. The gain of payment for housing-and-municipal services on the average in the republic from January to December has made 17%, including: the payment for housing services has grown by 20.7%, for municipal services - by 15.4%.
In 2008 volume of unappropriated investments into tourism infrastructure of the Republic of Karelia has increased up to 600 million rbl. (120% to the level of 2007. In the industry of tourism there has been created 300 new workplaces (113%).
Total inflow of visitors of in the Republic of Karelia has increased in 2008 up to 1,83 million people, or by 2.8% in comparison with 2007, the volume of tourist-excursion services has made 260 million roubles (113% to the level of 2007), volume of hotel services - 370 million roubles (119.4%).
In 2008 such objects were put into operation, as Syamozero Park-Hotel, the second phase of Alekka base (Pryazha metropolitan region), The 13th Cordon recreation center(Pitkäranta metropolitan region). Polar Circle dive-center (Louhi metropolitan region) is growing. Reconstruction of Piipun Piha hotel is completed near to which moorages for further trips to Valaam are constructed. Substantial work on arrangement of Ruskeala Marble Quarry (Sortavala metropolitan region) was completed. Reconstruction of Karelia spa hotel and Severnaya hotel (Petrozavodsk) proceeded.
Preparation for implementation of the large infrastructural project on construction of Spasskaya Guba ski and balneological resort is conducted.
In 2008 the Republic of Karelia was presented at the basic international and in-Russian tourist exhibitions (MATKA (Helsinki), ITB (Berlin), Intourmrket (Moscow), MITT (Moscow), MITF (Moscow), Vacation (Moscow), Invetex (St.-Petersburg).
On a tentative estimation monetary incomes per capita in 2008 have made 11 982,5 rbl. a month, real disposable per capita monetary incomes in 2008 have made 102.6% to the level of 2007.
Average monthly wages in 2008 have made 16 714.1 roubles (13 342.1 rbl. in 2007), 17 112 rbl. in the Russian Federation.
Above the average on the republic in 2008 were monthly average wages of workers of large and medium enterprises in Kostomuksha (25 443 rbl.) and Petrozavodsk (19 706 rbl.) urban districts, in Kem metropolitan region (22 446 roubles). The least average level of payment is observed in Olonets (11 115 rbl.), Lahdenpohja (11 979 rbl.) and Pudozh (12 142 rbl.) metropolitan regions.
In the second six months of 2008 growth of wage arrears was observed, as of January 1, 2009 the wage arrears have made 12,7 million roubles (as of June 1, 2008 - 7 million rbl.).
On results of 2008 the wage arrears have been completely liquidated in Petrozavodsk city district, Byelomorsk, Louhi, Olonets, Pitkäranta, Pryazha and Segezha metropolitan regions. No wage arrears were observed in establishments financed from the funds of budgets of all levels.
In 2008 there proceeded work on development of multilevel system of social partnership in the sphere of labour as a tool of regulation of social and labor relations. In 2008 it has been concluded two Agreements on minimal wages in the Republic of Karelia. The Republican Agreement between the Government of the Republic of Karelia, Association of organizations of trade unions in the Republic of Karelia and the Union of industrialists and businessmen (employers) of the Republic of Karelia for 2009-2010 have been signed. The number of collective agreements and the quantity of salaried employees working under conditions of collective agreement regulations of social and labor relations has increased.
In 2008 in the republic 37,7 thousand citizens, or 9.2% less, than in 2007, have addressed for assistance in search for a suitable job. As of January 1, 2009 in the placement service there have been registered 9.8 thousand people as unemployeds, or 2.6% of economically active population (as of January 1, 2008 - 9,7 thousand people, or 2.5%).
The highest rate of unemployment is registered in Kalevala (8.1%), Byelomorsk (7.3%), Louhi (6.1%), Pudozh (5%), Kem (6.3%), Muezersky (5.9%) metropolitan regions. The least in the republic level of registered unemployment is observed in Petrozavodsk (0.8%) and Kostomuksha (2.2%) urban districts and Sortavala metropolitan region (1.6%).
The èasic growth of registered unemployment in the Republic of Karelia has occured in the fourth quarter of 2008. The crisis processes in economy of the republic, especially at the enterprises of timber industry complex as well as increase of knowledge of citizens on services rendered to the population in the field of assistance to employment have had certain influence on increase in official unemployment at the open labour market. As a whole situation in the labour market in 2008 was characterized as quite stable.
In 2008 in all metropolitan regions and urban districts there passed 113 fairs of vacancies in which 6311 unemployeds and jobseekers have taken part.
To implement actions on assistance to employment of the population in 2008, according to the contracts concluded, due to subventions from the federal budget it has been actually spent 33 million rbl., of which 11,8 million rbl. was spent on special programs, and 21,2 million rbl. on vocational training and vocational guidance.
In addition it has been involved 23,7 million roubles, including 4,2 million from local budgets, and 19,5 million rbl. of means of employers.
For the period of job-hunting the unemployed citizens were paid benefits and those sent for re-training were paid scholarships duly and in full.
As of January 1, 2009 the average size of pension has reached 5594 rbl. and in 2008 has grown by 1075 rbl., or by 23.8%. Real growth of pensions granted in 2008 has made 109.8% to 2007.
Demographic situation in 2008 was characterized by delay of population loss due to natural causes. The parameter of birth rate has increased having in 2008 made 11,2 per thousand (10,6 per thousand in 2007). The rate of infant mortality has decreased considerably - up to 5.8 on 1000 babies (7.2 in 2007), that is considerably less than the average indice across Russia.
Yield income in consolidated budget of the Republic of Karelia in 2008 has made 28,8 billion roubles, that was 6,5 billion roubles, or 29% more than in 2007, including 17,8 billion roubles of tax and non-tax incomes (3,9 billion roubles, or 29% more than in 2007).
The Basic budget-forming taxes of the consolidated budget of the Republic of Karelia in 2008 were personal income tax (receipt has made 7,3 billion roubles), tax on the profit of organizations (4,3 billion roubles), tax on the assets of organizations (1,2 billion roubles), aggregate income taxes (0,8 billion roubles).
Incomes of the budget of the Republic of Karelia in 2008 have made 21,6 billion roubles, that was 5,1 billion roubles, or 31% more, than in 2007. Thus, performance of the plan on collection of incomes is provided on 99%, including: 97% of personal income tax, 101% of tax on the profit of organizations, 102% of aggregate income taxes, 104% of transport tax, 98% of tax on gambling industry.
In 2008 from the federal budget in the Republic of Karelia has gratuitously transferred 6,8 billion roubles, that was 1,9 billion roubles, or 1.4 times more than in 2007.
On consolidated budget expenditures of the Republic of Karelia in 2008 it has been allocated 29,1 billion roubles, that by 25% exceeds the level of 2007.
In terms of tasks which the Government of the Republic of Karelia are facing, in 2008 there remained social orientation of consolidated budget of the republic. The basic share of budgetary expenditures is aimed at maintenance of functioning and development of establishments of education, public health services, culture and social policy - 18,7 billion roubles, or 64% of total amount of expenditures. Education expenditures in comparison with 2007 have grown by 25%, culture expenditures - by 14%, social policy expenditures - by 31%, public health services expenditures - by 8%.
Budget expenditures of the Republic of Karelia have made 22 billion roubles, or 31,8 thousand roubles counting per 1 citizen of the republic. In comparison with 2007 budget expenditures of the Republic of Karelia have grown by 4,4 billion roubles, or 25%.
In 2008 Government of the Republic of Karelia provided duly wage payment to those working in the public sector institutions financed due to funds of the budget of the Republic of Karelia, and absence of creditor debts on payment of the uniform social tax.
In structure of expenditures of the budget of the Republic of Karelia in 2008 the greatest share traditionally belonged to interbudgetary transfers to local budgets - 6,6 billion roubles (30%), national economy expenditures - 3,8 billion roubles (18%), social policy expenditures - 3 billion roubles (14%), public health services and sports expenditures - 2,8 billion roubles (13%).
On maintenance of state services in the sphere of education, carrying out of actions in the field of education and realization of budgetary target programs of the Republic of Karelia from the budget of the Republic of Karelia in 2008 it is has been allocated 1,3 billion roubles, that is 26% more than in 2007, on culture - 0,6 billion roubles (28% more), on measures of social support and public assistance - 3,1 billion roubles (33% more), on maintenance of law-enforcement activity - 1,6 billion roubles (55% more).
Budget of the Republic of Karelia in 2008 was executed with deficiency of 0,42 billion roubles. As sources of covering of deficiency of the budget of the Republic of Karelia there has been involved the 0,3 billion roubles of budgetary credit, as well as credits of commercial banks (0,85 billion roubles).
In 2008 at the Stock exchange of the Moscow interbank currency stock exchange floating of the state bonds of the Republic of Karelia in the volume of 0,8 billion roubles at a nominal fee with 4-years maturity has been arranged.
